I924 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, April 14, 2026 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: Tracey Wood (6:36 Virtual) Joseph Richardson, Griselda Arias, Stephanie Kangiser, Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Excused: Tracey Wood Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance Director Stephanie Nanavich, Court Administrator Sonia Ramirez, and Public Services Director Cody Colt. APPROVAL OF THE Motion by Terry Kaminski to approve the agenda. AGENDA: Seconded by Stephanie Kangiser Motion carried 6-0 SPECIAL Mayor DePinto read the National Child Abuse Prevention Month PRESENTATIONS: Proclamation into the record and presented a copy to Roger Jones and Kaitlin Toompas from Family Education and Support Services. The Mayor and City Council then posed for a photograph with the recipients. Kaitlin Toompas speaking on behalf of Family Education and Support Services, and thanked Mayor DePinto for the proclamation recognizing National Child Abuse Prevention Month. She also explained the significance of the blue pinwheels and provided an overview of the offered by Family Education and Support Services. PUBLIC COMMENT: Dean Prayner informed Council that Blue Fern had entered into a purchase and sale agreement for his 40 -acre parcel and later withdrew their offer stating that they decided not to proceed with the purchase. He expressed his belief that Blue Fern didn't intend to purchase the property. Kayla Russell spoke virtually and encouraged everyone to attend the Head Start Art Show on May 11th from 5-6 PM. Tanya Morehead with the Small Business Administration shared that there is assistance of low interest loans for 2025 winter storm victims and asked everyone to share the information. CONSENT AGENDA: a)March 24, 2026, Regular Meeting Minutes b) February 2026 Check Register and Position Summary Motion by Stephanie Kangiser to approve the consent agenda. Seconded by Terry Kaminski Motion carried 6-0 NEW BUSINESS: Ordinance No. 1144 Amending the 2025/2026 Biennial Budget Motion by Brian Hess to approve Ordinance No. 1144 amending the 2025/2026 Biennial Budget. Seconded by Griselda Arias Motion carried 6-0 Ordinance No. 1146 Chapter 1.12 General Penalty of the Yelm Municipal Code Motion by Stephanie Kangiser to approve Ordinance No. 1146 amending Chapter 1.12 of the Yelm Municipal Code regarding General Penalties for City Violations. Seconded by Joseph Richardson Motion carried 6-0 Approval of the 2026 Yelm Beautification Grant Awards Motion by Brian Hess to approve $1,000 to Bounties for Families for a retaining wall and pavers at the Yelm Community Garden as part of the 2026 Beautification Grant program. Seconded by Griselda Arias Motion carried 6-0 with a roll call vote Motion by Stephanie Kangiser to approve $5,000 to American Legion Post 164 and VFW Post 558 to purchase a new digital sign as part of the 2026 Beautification Grant program. Seconded by Brian Hess Motion carried 6-0 with a roll call vote Motion by Joseph Richardson to approve $4,000 to Pizzeria La Gitina to purchase new decorative lighting as part of the 2026 Beautification Grant program. Seconded by Griselda Arias Motion carried 6-1 with a roll call vote Motion by Stephanie Kangiser to approve $3,500 to Steve Craig for the awning at 102 E Yelm Ave as part of the 2026 Beautification Grant program. Seconded by Griselda Arias Motion failed 3-4 with a roll call vote STANDING COUNCIL COMMITTEE REPORTS: Public Safety Committee— Councilmember Kangiser gave a report of the Public Safety Committee meeting. Finance Committee — Councilmember Johnstone gave a report of the Finance Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator — Gave department updates. Mayor Report — Attended the monthly Thurston County Mayors meeting, attended Community Conversations, gave an update on new legislation regarding Flock cameras. COUNCILMEMBER REPORTS: Councilmember Wood—Announced that the TCOMM meeting was cancelled. Councilmember Richardson—Attended the Chamber Forum. Councilmember Arias—Attended the Regional Housing meeting and will attend the STEDI meeting on Friday. Councilmember Kangiser—Shared what we do as a Councilmember and thanked City Administration. She attended Public Safety Committee meeting, Community Conversations, Senior Dinner, AWC Leadership Conference and the Chamber of Commerce meeting where she was sworn in ad President Elect. Councilmember Hess— Attended the Solid Waste Advisory Committee and the Intercity Transit meetings this week. EXECUTIVE SESSION: Mayor DePinto announced that the City Council will go into Executive Session at 7:05 PM for twenty (20) minutes to consider the minimum price at which real estate will be offered for sale or lease when public knowledge regarding such consideration would cause a likelihood of a decreased price RCW 42.30.110(1)(b) and the meeting will reconvene at 7:25 PM. He informed attendees that all official business of the meeting has been completed. Mayor DePinto called the meeting to order at 7:25PM.
