CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 7, 2026
Call to Order: Stephanie Kangiser called the meeting to order at 6:00 PM
Roll Call: Joseph Richardson, Griselda Arias, Stephanie Kangiser, Brian Hess,
Terry Kaminski and Joe DePinto.
Excused: Tracey Wood and David Johnstone
Staff Present: City Clerk Kathy Linnemeyer, Planning and Building Manager Gary
Cooper and Public Services Director Cody Colt
PRESENTATIONS/DISCUSSION ITEMS:
Fee Schedule Updates —City Clerk Kathy Linnemeyer and Communication and Recreation
Coordinator Line Roy gave presentations on updates to the Fee Schedule for photocopies
and electronic records and Yelm City Park Community Events.
Comprehensive Plan Updates — Planning and Building Manager Gary Cooper reviewed the
updates to the Comprehensive Plan and shared a new zoning map that includes recent
annexations.
Beautification Grant Awards — City Clerk Kathy Linnemeyer gave a presentation on the
Beautification Grant program and the 2026 recommendations for funding.
MAYOR REPORT—Community Conversations will be held tomorrow.
640 Acres Update — Mayor DePinto announced that meeting continue with Blue Fern about
the 640 Acres. Public Services Director Cody Colt gave an update on meetings with Blue
Fern and reported that they discussed infrastructure, sewer, and intersections upgrades
that will be needed.
