WASHINGTON
CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, May 12, 2026
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Griselda Arias, Stephanie Kangiser,
Brian Hess, David Johnstone, and Mayor Joe DePinto.
Excused: Terry Kaminski
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance
Director Stephanie Nanavich, Court Administrator Sonia Ramirez, and
Public Services Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the agenda.
AGENDA: Seconded by Stephanie Kangiser
Motion carried 6-0
SPECIAL Mayor DePinto read the National Bike Month Proclamation into the
PRESENTATIONS: record and presented a copy to Ali Fuller from Intercity Transit. The
Mayor and City Council then posed for a photograph with the
recipient.
Ali Fuller speaking on behalf of Intercity Transit, thanked Mayor
DePinto for the proclamation recognizing May as National Bike Month
in Yelm.
Public Services Director Cody Colt introduced Phil Bloch and Eric
Doyle with Confluence Environmental who gave an overview of the
Habitat Conservation Plan (HCP).

b) April 14, 2026 Regular Meeting Minutes
Motion by Brian Hess to approve the consent agenda.
Seconded by Joseph Richardson
Motion carried 6-0
NEW BUSINESS: Amendment No. 8 to the Professional Services Agreement with SCJ
Alliance
Motion by Brian Hess to authorize Mayor Joe DePinto to approve
Amendment No. 8 to the Public Services Agreement with SCJ Alliance
in the not to exceed amount of $426, 760.65 for project manual
updates and construction management.
Seconded by Stephanie Kangiser
Motion carried 5-1
Resolution No. 669 Authorizing the application for and acceptance
of federal funding for the Fuller Footpath Project
Motion by Joseph Richardson to adopt Resolution No. 669
authorizing the application for and acceptance of federal funding
through Congressionally Directed Spending (CDS) for the Fuller
Footpath Project and authorizing the Mayor to execute all necessary
documents.
Seconded by Brian Hess
Motion carried 5-1
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator —Gave department updates.
Mayor Report —Announced the upcoming Memorial Day Ceremony scheduled for May 25,
2026, at Yelm City Park. He also reported that WSDOT has been working to fill potholes on
SR 507 and noted that WSDOT is currently accepting bids for the Yelm Loop project.
Additionally, he expressed appreciation to the Yelm Community School Board and the City
Council for their participation in the joint meeting that was held last week.
COUNCILMEMBER REPORTS:
Councilmember Wood —Attended the TCOMM meeting.
Councilmember Richardson — Shared that it was a good meeting tonight.
Councilmember Arias — Will be attending the South Thurston Economic Development
Initiative (STEDI) meeting and the Regional Housing meeting.
Councilmember Kangiser— Attended the Chamber Forum and shared needs of support for
South Thurston Fire Authority.
Councilmember Hess — Attended the Solid Waste Advisory Committee (SWAC) meeting.
ADJOURNMENT: Motion by Joseph Richardson to adjourn the meeting at 7:18 PM.
