CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, June 2, 2026
Call to Order: Stephanie Kangiser called the meeting to order at 6:00 PM
Roll Call: Tracey Wood, Joseph Richardson, Griselda Arias, Stephanie Kangiser,
Brian Hess, David Johnstone, Terry Kaminski, and Joe DePinto.
Staff Present: City Clerk Kathy Linnemeyer, Planning and Building Manager Gary
Cooper, Building Official Chris Vaccaro, and Public Services Director

PRESENTATIONS/DISCUSSION ITEMS:
Code Updates (Chapters 9, 10, 13) — Building Official Chris Vaccaro, Planning & Building
Manager Gary Cooper and Public Services Director Cody Colt gave a presentation and
explained updates that will be proposed to chapters 9, 10 and 13 of the Yelm Municipal
Code.
Beautification Grant Process — City Clerk Kathy Linnemeyer facilitated a discussion with the
City Council to identify and evaluate potential program changes to the Beautification Grant
process for future implementation.
640 Acres Development Agreement Updates — City Administrator Todd Stancil explained
the next steps for the 640 Acres and explained that the City is in the process of reviewing
and negotiating the development agreement with Blue Fern. He explained that a
Professional Services Agreement with Stowe Development and Strategies for strategic
development services and tax increment financing analysis will come before the City Council
for action. He announced that he will be attending the Rainier School work session with
Public Services Director to answer questions.
Mayor's Report — Reminded Councilmembers about the Council Retreat and that the June
23, 2026, meeting has been cancelled.
COUNCILMEMBER INITIATIVES —
Tracey Wood — Has heard from citizens who informed him that lines are not visible on the
road near Bald Hill Road and SR 507.
Griselda Arias —Expressed the desire for the City to proactively evaluate regulations related
to battery energy storage facilities and data centers, with the goal of ensuring the municipal
code includes appropriate standards to protect surrounding neighborhoods and the
community.
Brian Hess — In preparation for the retreat, he is looking into how we can help small
businesses build infrastructure and wants to discuss with the Economic Development
Council (EDC) how to get small businesses functioning.
Terry Kaminski —Asked about painting City Hall and painting the trim on the old City Hall
building.
