Call to Order: Mayor Joe De Pinto called the meeting to order at 6:00 PM.
Roll Call: Tracey Wood, Joseph Richardson, Griselda Arias, Stephanie Kangiser,
Brian Hess, David Johnstone, Terry Kaminski, and Mayor Joe De Pinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer,
Communications and Recreation Coordinator Line Roy, and Public
Services Director Cody Colt.
APPROVAL OF THE Motion by Tracey Wood to approve the agenda.
AGENDA: Seconded by Stephanie Kangiser
Motion carried 7-0
PUBLIC COMMENT: Elias Johnson spoke requesting that the City of Yelm create a Youth
Council.

d) March 2026 Check Register and Position Summary

Motion by Terry Kaminski to approve the consent agenda.
Seconded by Griselda Arias

NEW BUSINESS: Professional Services Agreement — Stowe Development and
Strategies, LLC
Motion by Tracey Wood to approve the professional services
agreement with Stowe Development and Strategies in the not to
exceed amount of $20,000.
Seconded by Terry Kaminski
Motion carried 7-0
Resolution No. 667 — Fee Schedule Updates
Motion by Stephanie Kangiser to amend the City of Yelm Fee
Schedule to include waiving fees under $2.00.
Seconded by Joseph Richardson
Motion carried as amended 7-0
Motion by Stephanie Kangiser to approve Resolution No. 667
updating the City of Yelm Fee Schedule as amended.
Seconded by Joseph Richardson
Motion carried 7-0
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee—Stephanie Kangiser gave a summary of the Public Safety
Committee meeting.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
City Administrator—Gave department updates.
Mayor Report —Attended the Economic Development Council (EDC) meeting and the
Thurston Regional Planning Council (TRPC) meeting.
COUNCILMEMBER REPORTS:
Councilmember Wood —The TCOMM meeting was cancelled.
Councilmember Richardson — Is excited for the retreat
Councilmember Arias — Will be attending Regional Housing meeting tomorrow and
announced that June is Pride month.
Councilmember Kangiser— Congratulated the Yelm High SchoUI cldss of 2026 and asked
about zoning updates.
Councilmember Hess — Attended the Solid Waste Advisory Committee (SWAC) meeting,
announced that June 141h is Flag Day and the Army's birthday. He encouraged everyone
attending the world cup to take public transportation.
ADJOURNMENT: Motion by Joseph Richardson to adjourn the meeting at 6:31 PM.
