Roll Call: Tracey Wood, Joseph Richardson, Griselda Arias, Stephanie Kangiser, Brian Hess, David Johnstone, and Mayor Joe DePinto. Excused: Terry Kaminski Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Building Official Chris Vaccaro, Planning & Building Manager Gary Cooper, and Public Services Director Cody Colt. APPROVAL OF THE Motion by Tracey Wood to approve the agenda. Seconded by Stephanie Kangiser Motion carried 6-0 SPECIAL Mayor DePinto recognized Stephanie Kangiser for earning the AWC PRESENTATIONS: Certificate of Municipal Leadership. PUBLIC COMMENT: TJ Johnson with Thurton Conservation District gave a summary of the 2040 and Beyond Strategic Plan and Annual Report. NEW BUSINESS: Ordinance No. 1145 updating Yelm Municipal Code, Chapter 6.08 Animal Regulations Motion by Stephanie Kangiser to change 6.08.080 Chapter G and Chapter J.1 to state 48 hours and to strike 6.08.080 Chapter I Microchip implantation. Seconded by Brian Hess Motion carried 6-0 Motion byJoesph Richardson to approve Ordinance No. 1145 as amended updating Yelm Municipal Code Chapter 6.08 Animal Regulations. Seconded by Griselda Arias Motion carried 6-0 with a roll call vote. Ordinance No. 1148 Adoption of 2025-2045 Yelm Comprehensive Plan Motion by Tracey Wood to approve Ordinance No. 1148 adopting the City of Yelm 2025-2045 Comprehensive Plan. Seconded by Joseph Richardson Motion carried 6-0 with a roll call vote. Resolution No. 668 Surplus Police Vehicles Motion by Joseph Richardson to approve Resolution No. 668 declaring certain city -owned personal property as surplus and authorizing its sale. Seconded by Stephanie Kangiser Motion carried 6-0 STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee — Councilmember Richardson gave a report of the Public Services Committee meeting. General Government Committee —Councilmember Arias gave a report of the General Government Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator—Gave department updates. Mayor Report — Met with Andrew Barkis regarding regional transportation updates. It was announced that WSDOT will be putting the Yelm Loop project out to bid next week, reported that Arbor Day activities were successful and expressed appreciation to all participants, attended Career Day at Ridgeline Middle School and announced the retirement of Donna McCann following 35 years of employment. COUNCILMEMBER REPORTS: Councilmember Arias —Attended the South Thurston Economic Development Initiative (STEDI) meeting and the Regional Housing Council meeting. Councilmember Kangiser — Attended TMTL Auction, Chamber of Commerce Spring Expo and thanked Mayor DePinto for honoring her today. Councilmember Hess —Attended the Intercity Transit meeting. He announced a fundraiser to benefit Habitat for Humanity that is being organized by the County Commissioner. ADJOURNMENT: Motion by Joseph Richardson to adjourn the meeting at 6:41 PM.
