Public Comment & Communications: Tami Merriman welcomed the Commission to the new Yelm City Hall, and Jerry Fugich as Planning Commission Chair for 2019 2020. UDC Update: Tami Merriman discussed the upcoming Unified Development Code update and provided some information regarding small cell broadband information, specifically the jurisdiction role in governing the new small cell wireless facilities. This includes permitting and design standards as well as updating the franchise and work in the right-of-way chapters. Subcommittee Report: John Graver updated the Commission regarding the City of Yelm Tree Advisory Board, that Arbor Day is fast approaching and the board is in need of members. Anne Wahrmund updated the Commission on Park Board activities, that the splash park and new playground has gone out to bid and will begin construction this year. Jerry Fugich shared about meeting Vicki Carver, who not only is a relative to a local medal recipient, but also has ties to the historic Longmire and Cochrane families. Downtown Corridor Plan Tami Merriman requested 3 volunteers to form a subcommittee to review the draft downtown corridor plan before the plan is presented to the public. Carlos Perez, Floyd Sheldon, and John Graver will meet on Tuesday March 5 to receive the draft. The Planning Commission will hold a public hearing on March 18, 2019, at 5 PM. The draft plan will be made available to the public around March 8, 2019 Subcommittee Report: Carlos Perez inquired about the new website. He could not find the Planning Commissioners page. Carlos Perez also confirmed the Short Course on Local Planning training Wednesday, February 20, 2019. Anne Wahrmund presented the Commission with renderings of the new splash park and playground. John Thomson suggested security cameras be placed at the new equipment. John Graver reported that the first City Community Garden meeting will be held Thursday, February 21, 2019 at the Yelm High School. Jerry Fugich alerted the Commission that two bills were on the floor, SB5160, and HB1804 relating to property tax exemptions for veterans. Tami Merriman presented a staff report with background of the preparation of the draft plan. Elisabeth Wooton, SCJ Alliance, presented a PowerPoint presentation highlighting the draft plan. The following testimony was received. Anne Wahrmund via email: Prefer trail connection bridge have higher priority. Would like a straight across lighted trail crossing at Mosman. No other changes to the plan. Steve Craig via email: Involve community when prioritization of projects occur. Suggest language in report that on- street parking on Yelm not be eliminated until after additional downtown parking is made. Would like the pedestrian bridge for trail be a first priority. Mike Wright via email: Inform Planning Commission that JZ Knight is open to donation of land on Yelm Avenue as possible pocket park. Mickey Beadle: 202 Yelm Ave. Thanked the City for the work on bettering the downtown. Spoke in opposition of removing parking from Yelm Avenue as his customers carry heavy equipment in and out of his business. Requested nd more parking on 2 Street adjacent to the bowling alley, and also making the one- nd sidewalks are not a necessity. Would like the City to consider a parking lot at the corner of 2 and Jefferson. Would prefer street lights with planter baskets in place of street trees. Stephen Elie 210 Yelm Ave. Owns business on Yelm Ave. people do not walk, suggest sidewalks meet minimum ADA Standards. Opposes removing parking from Yelm Avenue, it would destroy his business. Street crossing is unsafe. Provided written comments (attached). Margarette Elie: 210 Yelm Ave. spoke in opposition of removing parking from Yelm Avenue. Requests more street lights instead of street trees. Request electrical outlets made available on light poles. Richard Games: 206 Mosman. Expressed concern that new sidewalks on Mosman would be located too close to his home. Giorda Elie: 112 Yelm Ave. Opposes removal of parking on Yelm Avenue. Greatest concern is for pedestrians crossing Yelm Avenue. nd Gary Rurup: 112 Yelm Ave. Concerned about lack of parking on 2, and dangerous crosswalks. Would also request nd if 2 street become one-way, to have it northward. Linda Scott: 214 Yelm Ave. Opposes removal of parking on Yelm Ave. Yelm is pioneer town, wishes it to stay that way, not look like a big city. Request existing sidewalk on north side of Yelm Avenue to be reconstructed. Kellie Petersen: 308 Yelm Ave. Project proposal fantastic, loves the pedestrian bridge. Concerned about removing parking on Yelm Ave. Would prefer more parking instead of a park on Yelm Ave. Stop lights, and signalized crossing ndrdnd makes more sense at 2 and 3 streets. Concerned that new pedestrian crossing at 2 would create a backup of cars waiting to turn left onto 507. Conceptual plan shows no driveway access to existing business (Gordons & Food Coop, trusts that this was just an oversight, would be opposed to removing existing access. Dr. K. Aliffe: Requests flags at all pedestrian crossings, and regulation requiring cyclists to wear reflective clothing. Suggested the City look on Yelm Avenue, but would request that bikes not be allowed on sidewalk. People inspire people. Concerned that Cochrane Park is not accessible. Wayne Scott 214 Yelm Ave. Opposes removal of parking on Yelm Avenue, pedestrian crossings are very dangerous. Jerry Fugich closed the public hearing at 6:34. Bonnie & Everett Myers via email: McKenzie Ave. Conceptual drawings suggest that new sidewalks and alley improvements will be located too close to their home and concerned about the cost to property owners. Love the proposal and look forward to a beautiful town, especially the wayfinding signage. Public Comment & Communications: None Downtown Transportation Strategy Plan - Draft Tami Merriman stated that she had provided to the Commission a synopsis of public comments received at the public hearing, along with suggested responses. on Yelm Avenue are appropriate to provide a safe and walkable downtown and promote existing business. The existing parking is too narrow, requiring vehicles to park over the curb onto the planter strip. With the assumed 60 feet of right-of-way, the only way to achieve parking on both sides of Yelm Avenue would be to reduce existing sidewalks to 6 feet wide on both sides. The plan currently provides several options to consider when we approach the design phase. These would be to work with property owners to purchase right-of-way to achieve the needed width, and/or working with the Washington State Department of Transportation to consider altering travel lanes, such as a meandering lane or a chicane. The plan also states that the City would not consider removing parking on Yelm Avenue unless other parking is first made available. Understanding the public concern, we suggest to add discussion of trade-offs of the loss of parking, and call-out boxes to highlight the options. In regards to light poles and baskets in place of street trees, this provides extra manpower and cost for maintenance, while street trees do not. We suggest that we add language to state the type of tree and placement would be carefully reviewed, and suggest a regular replacement strategy to replace trees if and when they grow out of their space. nd For the one-way street proposed at 2, we would add that direction would be reviewed and north or south would be determined by traffic modeling. Project prioritization is not preferred as this may hinder that availability of funding potential. With the comments received, we would propose to move the pedestrian bridge from a medium community benefit to high community benefit. nd In regards to the concern of left turn vehicles backing up past 2 street, the pedestrian crossing, and left turn nd restriction at 2 would provide more vehicle storage, and signal timing could be reviewed and changed to move both turn lane and through lanes at the same time to help alleviate the back up. Some public questioned why we do not add additional lanes on Yelm Avenue, taking away center turn lanes. Adding travel lanes would require additional right of way from property owners and eliminate the possibility of wide sidewalks. The property owners that expressed concern with location of new sidewalks too close to their homes, in the absence of a survey, the actual right-of-way location is not known. As with any street and sidewalk project, the City would engage in further discussion s with adjacent and potentially impacted property owners. Several folks talked about the loss of rural/country character of the downtown. The plan acknowledges the desire to maintain and enhance the existing character, while upgrading street to improve mobility and safety for all users. Construction materials and street furniture could highlight and enhance the existing look and feel. Shelly Badger, SCJ Alliance added to staff discussion reminding the Commission that the goal of the plan was to provide improvements and enhancements with the assumption of working within existing right-of-way. Also, including street trees as well as light poles within smaller sidewalks reduces the safety and mobility further. Discussions added to the plan will talk about tradeoffs of different options. Carlos Perez asked if we needed to update the Comprehensive Plan to achieve the projects in the plan, and possible county approval. Tami Merriman responded that there may be updates required. Carlos Perez asked if the City has staff dedicated to write the grant proposals suggested in the plan. Tami Merriman responded that grants would be written by a combination of employees based on their expertise. Carlos Perez asked who would be determining the priority of projects. Tami Merriman responded that there are several projects that may be easy to achieve, however if a funding opportunity became available, it may be that a more expensive project is completed first. Carlos Perez asked about restricting left turns on Second would create more left turn storage. Also Carlos Perez feels that a north bound one-way would be best. Mr. Perez also requested numbering the projects on the project list. Carlos Perez suggested that we either flip the design to remove parking on the south side of Yelm Avenue or reduce proposed sidewalk widths. nd John Graver is also supportive of retaining on street parking on Yelm Avenue, and would prefer 2 to be one way heading north. John Thomson feels that parking is a key issue. There may be an opportunity of creating more parking with the nd proposed park on Yelm Avenue. If 2 street is continued to Cochrane Park, there is opportunity for more parking. MOTION BY CARLOS PEREZ, SECONDED BY BOB HOWARD TO EXPLICITLY STATE THAT PARKING ON YELM AVENUE WILL NOT BE REMOVED UNTIL ALL OPTIONS FOR KEEPING PARKING IS CONSIDERED. The commission held discussion. Tami Merriman read emails from the two absent Commissioners; Anne Wahrmund stated that she encouraged the Commission to recommend forwarding the plan as recommended to on Yelm Avenue, consider different sidewalk widths, remove bike lanes and discuss further enforcing truck route. In support of the plan. Jerry Fugich asked if anyone in the audience would like to speak. Stephan Elie, 210 Yelm Ave. asked if there was any option for reduced sidewalk size, and that if streets are reconstructed, you could reduce existing sidewalk size. Can sidewalk construction be phased based on growth and changes in the City? Wayne Scott, 214 Yelm Ave. If street lights and baskets are used, it would be less maintenance and effort than replacing trees on a regular basis. Parking on the south side does not meet the need of the businesses on the north side. Jerry Fugich asked Carlos Perez to clarify his motion. Carlos Perez clarified that the plan should be clear and explicit that parking would remain until all options are considered and more parking is available. Public Comment & Communications: None Downtown Corridor Plan Tami Merriman updated the Commission on the status of the Downtown Transportation Strategy Plan. Tami and Elizabeth Wooten, SCJ Alliance presented the plan to City Council at their April 2 Study Session. The plan will be presented to City Council for adoption at their April 23, 2019 regular meeting. The updated plan has been posted on the City of Yelm Website. Tami requested Commission members attend the Council meeting if available. Carlos Perez stated that he would have liked to have seen the updated plan prior to this meeting. Carlos Perez inquired to when the Commission will be reviewing other plans, such as the Comprehensive Plan. Tami Merriman responded that the Comprehensive Plan will be reviewed on its annual schedule. John Graver stated that while he likes the look of street lights with hanging baskets, there is still room in sidewalk areas for street trees that do not cause problems. Both should be considered Subcommittee Report: Anne Wahrmund stated that the work on the Splash Park and playground are moving forward with a target to be complete prior to prairie days. Due to cost, a couple of play items in the playground will be delayed. Anne Wahrmund also stated that there are discussions being held now about options to make the trail crossing at the Yelm Loop safer. The Parks Advisory Board asked how to request regulation for this. Tami Merriman responded that continuing this discussion as part of the Transportation System Plan update is appropriate. John Graver reported that the Yelm Tree Advisory Board will be celebrating Arbor Day on April 26, 2019 at the Yelm Community Center. John Graver also reported that the Yelm Prairie Days planning is going well, the parade will be great, and lots of fun things are being planned to replace the loss of the carnival including a street dance on Friday June 28. Prairie Days will be June 28-30. Carlos Perez inquired as to whether the Commission wishes to state the Pledge of Allegiance at their meetings. Public Comment & Communications: None Downtown Corridor Plan Tami Merriman updated the Commission on the status of the Downtown Transportation Strategy Plan. Tami and Elizabeth Wooten, SCJ Alliance presented the plan to City Council at their April 2 Study Session. The plan will be presented to City Council for adoption at their April 23, 2019 regular meeting. The updated plan has been posted on the City of Yelm Website. Tami requested Commission members attend the Council meeting if available. Carlos Perez stated that he would have liked to have seen the updated plan prior to this meeting. Carlos Perez inquired to when the Commission will be reviewing other plans, such as the Comprehensive Plan. Tami Merriman responded that the Comprehensive Plan will be reviewed on its annual schedule. John Graver stated that while he likes the look of street lights with hanging baskets, there is still room in sidewalk areas for street trees that do not cause problems. Both should be considered Subcommittee Report: Anne Wahrmund stated that the work on the Splash Park and playground are moving forward with a target to be complete prior to prairie days. Due to cost, a couple of play items in the playground will be delayed. Anne Wahrmund also stated that there are discussions being held now about options to make the trail crossing at the Yelm Loop safer. The Parks Advisory Board asked how to request regulation for this. Tami Merriman responded that continuing this discussion as part of the Transportation System Plan update is appropriate. John Graver reported that the Yelm Tree Advisory Board will be celebrating Arbor Day on April 26, 2019 at the Yelm Community Center. John Graver also reported that the Yelm Prairie Days planning is going well, the parade will be great, and lots of fun things are being planned to replace the loss of the carnival including a street dance on Friday June 28. Most motorhomes, trailers, and fifth- wheels, and large pickup trucks would not fit into a structure this size. Increasing accessory building height would allow for enclosed storage of these types of vehicles/trailers to protect them from the elements, and prevent them from view of neighboring properties. Dale and Darlene Butcher appeared before the Commission and explained that they are facing the same issue with accessory building height. They have a travel trailer that they wish to construct an enclosed structure to store the unit in, however the maximum building height of 16 feet prevents them from building a structure tall enough for the trailer to fit inside. Tami Merriman suggested that we incorporate this request in the current UDC Update. UDC Update Design Standards Tami Merriman presented a brief finding of staff report presenting findings of the subcommittee reviewing development regulations and ways to achieve more affordable or variety of homes. Anne Wahrmund summarized the subcommittee meeting held in August that found that there is a gap in housing availability, from low income, to current market rate homes. The gap, many call the missing middle, is an area that needs addressed. The subcommittee discussed possible barriers to building this type of housing. Knowing that city regulation is unable to address financing, land, material and labor cost, ideas of how regulation can incentivize this type of housing. The commission wishes to look at density, parking, building setbacks and height, and street and open space requirements to find possible ways to incentivize housing. The Planning Commission will hold a study session on Monday, October 7, 2019, at 3:00PM, provide a draft update for public at the October 21, 2109, regular meeting, and proposes to hold an open house in November. Engineering Specifications and Standards Update Derek McCoy, City of Yelm Development Review Engineer provided information to the Commission about the update to the standards. The update includes removing the sections regarding zoning and subdivisions, as these chapters were repealed with the creation of the Unified Development Code. The water and sewer chapters have been edited to remove redundant language that is found in the Yelm Municipal Code, and updated to current standards, as well as updated standard details. Public Comment & Communications: None UDC Update Design Standards Tami Merriman discussed the possibility and need for reviewing the design standards for density, minimum building setbacks, height and parking requirements. Tami Merriman stated that City Council and others have brought up the desire to review these items in response to public comments and the affordable housing issue. After discussion, the Commission requested further information regarding population and Comprehensive Plan policies to begin the review process. A subcommittee to review density was formed to include Anne Wahrmund, Carlos Perez, and Floyd Sheldon. This Committee will meet after the August Planning Commission meeting. UDC Update Wireless Communication Facilities Tami Merriman thanked the Commission for providing comments on the draft wireless communication ordinance update. An additional change to the draft is to clarify new section 18.70.070 that if the vertical/horizontal measurement is not applicable, such as the height and width of a water tower, than the antenna should be place at the center, or closest to center as feasible. Subcommittee Report: Anne Wahrmund reported that the new playground at Yelm City Park is now open and being enjoyed, and the splash park is close to being open, just waiting for testing. The BMX and pump track demo on July 6 was a success. The Nisqually Valley Barbeque Rally was also a huge success. Carlos Perez asked if the City measures the annual financial and other benefit impacts of Prairie Days? Tami Merriman stated she would inquire.
