Jerry Fugich called the meeting to order at 4:00 pm
Members present: Jerry Fugich, Floyd Sheldon, John Graver, Bob Howard, Anne Wahrmund,
Carlos Perez, and John Thomson

Approval of Agenda:
MOTION BY FLOYD SHELDON, SECONDED BY JOHN THOMSON TO APPROVE THE AGENDA.

Approval of Minutes:
MOTION BY JOHN GRAVER, SECONDED BY ANNE WAHRMUND TO APPROVE THE NOVEMBER
18, 2019 MINUTES. ALL WERE IN FAVOR.
Public Comment & Communications:

Tami Merriman informed the Commission that City Council, at their December 10, 2019
Council meeting approved the Unified Development Code Updates with not changes. Vote
passed 6 to 1. The ordinance is being published and will become effective December 24,
2019. Carlos Perez inquired who objected and why. Tami Merriman replied that Joe DePinto
objected
Tami Merriman thanked the Commission for their work and assistance in the update.
Jerry Fugich thanked the City for providing the data and information to review the update.
Anne Wahrmund also thanked the public for their participation.
New Business:
Tami Merriman requested information from the commission for a retreat in early 2020. The
City will present information for 2020 work plan, a recap of 2019 statistics and city projects,
and a recap of the Yelm University. Carlos Perez asked to be updated on progress in regards
to the Downtown Corridor Plan. John Graver asked if there was any movement from a local
-wide garage sale such as the City of Packwood does twice a year.
Jerry Fugich requested information regarding the Open Public Meetings Act training. John
Thomson asked for a briefing of the City Emergency Action Plan. Anne Wahrmund hopes to
provide an update of the parks plan.
The retreat will be held on Tuesday, January 21, 2020 from 10 AM 2 PM at the Community
Center.
Tami Merriman stated that the 2020 work plan will include reviewing our County-Wide
Planning Policies, updating the Transportation System Plan to include a review of our street
standards, updating the Capital Facilities Plan, and if grant funds are received, begin the City
Habitat Conservation Plan.
Subcommittee Report:
Anne Wahrmund Christmas in the Park was a success. Parks board will reviewing the
prioritization of parks projects and meeting regarding the rail line trail to Pierce County.
John Thomson asked what it meant for the trees on Yelm Avenue that have X painted on
them, and specifically the Hawthorn Trees.

Members present: Jerry Fugich, Anne Wahrmund, John Thomson, and Bob Howard
Members Absent: John Graver, excused; Carlos Perez and Floyd Sheldon

New Business: Capital Facilities Plan Update
Tami Merriman presented a staff report and draft Capital Facilities Plan table for GMA
required update. The draft plan includes the addition of facilities projects from various
updated plans including the Transportation Plan (2009), Downtown Transportation Strategy
(2019), Water System Plan (2009), General Sewer Plan (2016), and the Stormwater
Management Plan (2016), as well as updated cost estimates. Projects were distributed
between the 10 and 20 year projected time frame, based on needs and priorities.
The public review process includes this public meeting, posting on the City website. A public
hearing is scheduled for August 17, 2020, and Planning Commission recommendation to
Council in September.
Subcommittee Report:
Anne Wahrmund informed the Commission of changes in elected positions within the Parks
Board, and that due to Covid 19, activities are on hold. It is not sure if Christmas in the Park
will be able to be held this year.

Tami Merriman and Grant Beck updated the Commission of the current status of City of
Yelm employees working from home, customer service, utility billing open and City Hall are
currently open, and that all departments within the City are functioning well.

Public Hearing: Capital Facilities Plan Update
Jerry Fugich opened the public hearing at 4:10 and called for staff report. Tami Merriman
provided detail of the changes to the Capital Facilities Plan projects table to include projects
from all existing, updated, and new facilities plans.
Public Testimony:
Ed Kenny questioned the changes to the sewer plan in regards to settlement agreements.
Grant Beck clarified that changes regarding agreements was not part of this project list, and
that he and Cody Colt would contact Mr. Kenny outside of this meeting to address his
comments. Mr. Kenny was in agreement. No further testimony was received.
Anne Wahrmund complimented staff on the project list, and specifically for the inclusion of
all of the projects from the recently updated parks plan.
Jerry Fugich closed the hearing at 4:18 PM.

CAPITAL FACILITIES PROJECT LIST TO CITY COUNCIL WITH RECOMMENDATION TO ADOPT.

Anne Wahrmund reported that a grant application for the extension of the Prairie Line Trail
looks great and is proceeding forward.

The City of Yelm Planning Commission has scheduled a special meeting for Tuesday, January 21, 2020
