Public Comment& Communications: N/A Habitat Conservation Plan Updates: London Hawes briefed information about an emerging Habitat Conservation Plan with the city. Hawes reported information on a grant, and answered questions from Planning Commission members on possible ways the money could be used to support conservation. Annexation and Rezone Request Forms: Sara Williams outlined the annexation and rezone request process for the city, for members to be familiar with, as it is anticipated that annexations and rezone requests will become more significant in the coming months. Subcommittee Reports: Anne Wahrmund reported that design work continues on the second phase of the dog park. Construction is planned and will include paving the access road, dog park amenities, fencing, a parking lot, lighting, and a public restroom. Public Comment & Communications: N/A 2021 Unified Development Code Updates: London Hawes reported that staff is moving away from Unified Development Code updates occurring annually, to updates being addressed at as needed. Hawes presented proposed changes to the R-4 Townhome Provisions and Accessory Use Regulations within the UDC. Hawes answered questions to Planning Commission Members and to public attendees. Public Hearing on 2021 UDC Updates: Sara Williams opened the Public Hearing at 4:13 pm. Matthew Gerrish Matthew Gerrish expressed support to changes to townhome provisions outlined in the Unified Development Code. Gerrish stated that allowing townhome developments would create conformity, versus the fifty percent townhomes to single family homes ratio. Unidentified Speaker An unidentified speaker stated that they thought the change to townhome provisions would look and work much better, being able to have just townhomes, or just single family, in a development. Councilmember Brian Hess Councilmember Brian Hess commented on the townhome provisions change having a positive effect on the community, bringing diversity in housing options for entry-level home buyers and military. Subcommittee Reports: Chris Vaccaro reported that the Tree Board is currently focusing on the upcoming Arbor Day Celebration. They are securing tree saplings, programs, and bands for the event, as well as th looking for new members. The event will be Friday, April 29, at 11:00am at the Yelm Community Center. Anne Wahrmund reported that there are new picnic tables at Yelm City Park, and there is a new tree that will eventually grow into the new Yelm City Park Christmas Tree. The fitness pad is currently underway, and is still accepting sponsors. The Veteran’s Memorial has design work being done to update it. May design work will include a stage, and possibly removing walls from the pavilion at City Park. There will be a meeting for Prairie Days and Christmas in the Park on th April 6 at the Yelm Community Center. Public Comment & Communications: N/A Discussion on Future Planning Commission Meetings: Sara Williams presented a proposed plan regarding future Planning Commission Meetings, in which amendments occur on specific months (January, April, July, and October), and each of these months have a study session to go over large items. Sara Williams and London Hawes gave a summary on major development projects going on in the City, and an update on water rights. Subcommittee Reports: Anne Wahrmund reported that there are two grants for the dog park. The Fitness Court will open Memorial Day Weekend with the Splash Pad, and there will be some festivities in the park. Local High School students have built atriums for the Community Garden at City Park. Wahrmund reported that it is projected that the state will be going out for bids early 2023 for the Yelm Bypass, and then go into construction. John Graver reported having limited members for the Tree Board, and stated that the Arbor Day Celebration was a success. New Business: Staff Presentation Introduction to Planning 101 Maryam Moeinian, Sara Williams, and London Hawes gave a presentation to the Planning Commission and attendees. The presentation included information on the importance of planning, day-to-day responsibilities of a planner current planning, and long-range planning projects. Staff answered questions to the Planning Commission, and members expressed appreciation for the material. Subcommittee Reports: Anne Wahrmund reported that there are many changes happening within Yelm parks. The basins will be redone at Cochrane Park, and opportunities for a currently being explored, with the possibility of a new location. The new dog park, with the funding of two grants, and will be complete later this year, or early next year. The trail is projected to be extended to the river, and additional funding has been proposed and applied for to extend it to Roy. Respectfully submitted, Savana Cervantes, Administrative Assistant Comments of Mike Edwards Before Yelm Planning Commission August 15, 2022 These comments are directed as a follow up to the July 19, 2021 Planning Commission staff report and minutes regarding Edwards Rezone Request Analysis, tax parcels The request was to rezone th from (C-1) to Moderate Density Residential (R-6). The July 19 review before the committee recommended favorably for the rezone with findings that: It is consistent with the goals of the Washington State Growth Management Act; It is consistent with the goals and policies of the Yelm Comprehensive Plan; There are no negative impacts to City infrastructure; and There is minimal negative impact to City projected tax revenue. The commission minutes reflect approval of the Unified Development Code Comprehensive Plan Updates with the exception of the commercial to moderate density residential rezone changed to high density residential. dependent on analysis that shows infrastructure is capable of supporting the rezone. Some of you might remember that as a banker, I financed the $10 million LID for sewer, water and road infrastructure on this end of town to Markets have changed dramatically since then. Big box retail opportunities in previously planned commercial zones have greatly diminished. Mixed-use residential and commercial opportunities have become more realistic, which can add to attractiveness of existing and new community-scale retail service opportunities. Providing rezoning for residential and mixed use in current large-scale commercially zoned areas would add economies of scale to the expensive water processing plants and line infrastructure by increasing users thus reducing monthly utility bills of community members. City Staff Communications: Maryam Moeinian shared recent department changes with the Building and Planning Manager position becoming vacant, and encouraged commissioners to contact her or department head, Cody Colt, as needed. Moeinian updated that the items including height restrictions, adding short-term RV camping, and moving single family detached from commercial zones were all approved by City Council, as well as the six requests for annexation to start the formal process. Moeinian announced that the October 17, 2022 Planning Commission meeting will have annexations, code updates, and a public hearing. Public Comment: None. New Business: SCJ Alliance Housing Action Plan Presentation Action Plan. Topics covered included Housing Action Plan requirements and goals, grant deliverables and schedules, and cursory statistics. Penrose and Paulsen shared a draft of a Public Participation Plan and answered questions from the Planning Commission. Subcommittee Reports: Anne Wahrmund reported from the Parks Advisory Committee that the Yelm Prairie Line Trail is underway with rails being pulled in the near future, and at the end of this month there will be an event at the Yelm City Park Splash Pad where dog-owners can bring their dogs, before the Splash Pad shuts down for the season. John Graver attended the first Yelm Creative Arts District meeting, and announced that the Tree Advisory Board will meet the last Monday of the month. Public Comment& Communications: N/A Home Occupation and Additional Commercial Tenant UDC Updates Casey Mauck reviewed proposedchanges to the UDC and development fee schedule regarding home occupation permits and additional commercial tenants. Planning commission confirmed that their recommendationsreflected the staff proposal for all proposals except proposal 2: Do not require a home occupation permit when only receiving mail and/or completing office tasks in the home. Planning Commission agreed with the message of the proposal but would like to see the code redlinesdefine regular residential use. Potential definitions could include indicators such as traffic and whether a product is digital or non-digital. Subcommittee Reports: Anne Wahrmund reported thatshe attended the dog park preliminary design review with St. Martin’s University students and Skillings. The design is coming along and several choices have been made regarding lighting, path material, and amenities at the future park. Casey Mauck reminded the Commission that the January meeting will be held on Tuesday th January 18, 2022 due to Dr. Martin Luther King, Jr Day.
