Impact of Annexation: o Increases city size by 33% from 5,000 to over 7,000 acres. o Anticipation of increased interest in land subdivision within the next year. o Effective Date: Annexation ordinance effective March 27 (60 days post adoption). o Required a review by boundary review board (45-day review period) to ensure no illogical bill creation. The agenda was reviewed, and no conflicts of interest were noted. City Staff Communications: A correction was noted regarding a previous item under Staff Communication. The certificate of appreciation for Bob Howard was on the agenda in error and was removed from the agenda. An annexation update was shared by Gary Cooper: An open house held in December had attracted approximately 80 attendees, indicating significant interest in the annexation. City Council will hold a public hearing and vote on the proposed annexation at the following week's City Council meeting. If approved, the annexation will involve bringing in 309 parcels over approximately 1,230 acres, aimed at addressing housing shortages identified in a land capacity analysis conducted by the Thurston Regional Planning Council. The council will appoint a new Planning Commissioner meeting to fill the vacancy. Upcoming discussions about a joint meeting between the planning commission and the city council are underway, with the mayor responding to details communicated by Chairman Lumsdale. New Business: Code Changes Table o Introduced as a living document to track proposals for changes in response to legislative shifts or observed inadequacies in city codes. o Key changes were highlighted with a focus on priority issues, including modifications to residential zoning regulations. o State mandates are driving numerous code changes, including accessory dwelling units (ADUs) and unit lot subdivisions. YELM PLANNING COMMISSION MINUTES January 20, 2026 4:00 PM YELM CITY HALL Unified Development Code o Title 18 of the municipal code will undergo a comprehensive review, aiming to present illustrated guidelines for more accessible interpretation of regulations, reducing ambiguity in public understanding of zoning, signage, and land use. Affordable Housing Initiatives o A standalone affordable housing chapter was discussed. Specifics regarding affordable housing requirements for future developments are still under discussion. Existing incentives for reducing impact fees may be incorporated to attract multifamily developments. Parks Impact Fees o New park impact fees will be introduced, dedicated to funding maintenance and expansion of city parks. o Discussion included mechanisms for integrating the Parks Board feedback on code changes impacting public spaces. Critical Areas Ordinance Update o An update to the ordinance protecting wetlands, streams, and significant wildlife habitats will be necessary to align with the latest ecological standards and scientific recommendations. Short Subdivisions o City staff will review definitions surrounding short subdivisions, which are defined as having nine lots or fewer, and implications for their planning processes. Comprehensive Plan Discussion o Commissioner Wahrmund noted an inconsistency in the transportation section regarding the portrayal of a continuous trail as completed was raised, with emphasis on the need for clarity in representation on maps. City staff confirmed the correction status and further adjustments were discussed to enhance visibility for public understanding in future planning documents. City Staff Communications by Gary Cooper: City Hall Tour Recap: Staff expressed hope that the commission enjoyed the recent tour of City Hall and recommended making it an annual event to track project progress. Planning Commission Vacancy: Staff have no current timeline for when a new planning commission member will be appointed by the mayor. The mayor may revisit the recent round of applications to select from previous candidates. Upcoming Hearings: At least one, but possibly two hearings are expected for the following month. Staff noted that while Andrew previously presented a large batch of code changes, the department is currently understaffed (Clayton is out for another 6 weeks). Consequently, only a portion of the code changesare being brought forth from the first reading and rest will move forward next month. Rezoning Proposals: Industrial to Residential Rezoning: Following the city's annexation, several parcels currently zoned as Industrial are planned for rezoning to Residential. Commercial to Residential: Two commercial parcels located directly behind Safeway (indicated in the handout) are slated for rezoning to R-16. Regulatory Process:These changes must be reviewed by the Department of Commerce. However, the commission can proceed with hearings and recommend approval to the City Council. YELM PLANNING COMMISSION MINUTES May 19, 2026 – 4:00 PM YELM CITY HALL New Business: Joint Working Group: The commission is requesting a joint working group with the City Councilformat rather than a standard meeting Topic Suggestions: Commissioners are asked to create a list of topics for this joint meeting. Suggestions should be provided to Gary at least two weeks before the next meeting to allow time for compilation into the packet. Goals: Establish communication protocols between the commission and the City Council/Public Services Committee to align goals and visions. Public Hearing: Proposed amendments to the City of Yelm Unified Development Code. Opened at 4:14pm. Key Components of the Amendments: 1. Allowing unit lot subdivisions as an alternative land division method. 2. These parcels are located north of the Yelm th Loop and accessed from Killion Rd SE, 88Ave SE, and Mountain View Rd SE. Rezone tenparcels from Industrial to R-4. These parcels are located north of the Yelm th Loop and accessed from Killion Rd SE, 88Ave SE, and Mountain View Rd SE. Rezone fourparcels from Industrial to R-6. These parcels are located south of the Yelm Loop and accessed from NP Rd NE and Canal Rd. Rezone two parcels from C-1 to R-16, adjacent to Safeway, accessed from Vancil Rd. b.Amendmentsto Title 18 Establish design standards for accessory dwelling units on residential and non-residential lots. Reduce rear yard setbacks in all residential zones from 25 feet to 20 feet. Reduce side yard setbacks to five feet for residential buildings that are not multifamilyin R-16 zoning district. Increase minimum density from three units per acre to four units per acre in the R-6 zoning district. Allow hammerhead turnarounds as an alternative to cul-de-sacs for emergency vehicle access, subject to approval of the Public Services Director and Fire Marshal. Revise the minimum lot area requirements in the C-3 zone.
