Roll Call: Tracey Wood, Joseph Richardson, Griselda Arias, Steph a nie Kang iser, David Johnstone, Terry Kaminski, and Mayor Joe DePinto. Excused: Brian Hess Staff Present: City Clerk Kathy Linnemeyer, Programs and Project Manager Brad Chatwood, and Finance Director Stephanie Nanavich. APPROVAL OF TH E Motion by Tracey Wood to approve the agenda. Seconded by Tracey Wood Motion carried 6-0 PUBLIC COMMEN T: E lias Johnson spoke about his desire to establish a Yout h Council in Yelm. NEW BUSINESS: Professi onal Services Agreement with Parametrix Amendment #2 Motion by Tracey Wood to authorize Mayor Joe DePinto to approve amendment #2 to the Rhoton Rd Reconstruction Professional Services Agreement with Parametrix to expand from 60% to 100% design, engineering, and right of way services including a sidewalk connector on Railway Rd in the amount of $817,375.96. Seconded by Joseph Richardson Motion carried 6-0 City Attorney Contract Prosecutor Services Motion by Tracey Wood to approve the contract with Dille Law for prosecutor services. Seconded by Terry Kaminski Motion carried 6-0 City Attorney Contract Civil Services Motion by Tracey Wood to approve the contract with Dille Law for civil services. Seconded by Stephanie Kangiser Motion carried 6-0 Professional Services Agreement, Stowe Development and Strategies, LLC. Amendment #1 Motion by Tracey Wood to authorize Mayor DePinto to amend the Professional Services Agreement with Stowe Development Strategies, LLC for Phase 2 in the not to exceed amount of $20,000. Seconded by J oseph Richardson Motion carried 6-0 STANDING COUNCIL COMMITTEE REPORTS: Fi nance Committee Councilmember J ohnstone gave a report of the Finance Committee meeting. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: Mayor Report Gave update s on the WSDOT Yelm Loop project, attended a me eting with Thurston County and SE Thurston Fire Authority regarding the 640 acres and is working with the School District on the S tudent Resource Officer (SRO) contract. COUNCILMEMBER REPORTS: Councilmember Wood Will at tend the Transportation Policy Board meeting. Councilmember Richardson Shared an exa mple of how a conversation between two individuals at a local gas station led to community members coordinating the shipment of pallets of Ga torade to firefighters. He commended the comm unity for coming together to provide needed relief. Councilmember Arias Attended National Night Out and reminded everyone that the application process is open t h rough August for the Thurston County Veterans Assistan ce Fund. Councilmember Kangiser Attended t he annual Homebuilding Bus Builders Tour in Olympia, National Night Out and helped serve dinner at the Senior Center. She also shared that 365.com has no cost classes and that she has started a class on tourism marketing. Councilmember Johnstone Will attend the E MS Council meeting in two weeks. KEY FACTS AND INFORMATION SUMMARY: The Tree Advisory Board was created to maintain the Tree City status and to advise the City Council on specific tree-related matters. Appendix 5 of the Mayor and City Council Protocol manual establishes the Tree Advisory Board membership, term length and appointing authority. Members of the Tree Advisory Board must be residents of the Yelm area. After review of the applications on file, Mayor DePinto is appointing Joshua Crossman to fill a vacancy on the Tree Advisory Board. Mayor DePinto is requesting and recommends that the City Council confirm his appointment of Joshua Crossman to fill the vacancy on the Tree Advisory Board.
