The application submittal is not complete and further information is required before we can begin the review process. The application is proposing development within 200-feet of Yelm Creek which is a shoreline of the state. A shoreline substantial development is required. The Shoreline Master Program for Thurston County, which the City of Yelm has adopted requires that lots created within the shoreline jurisdiction area not exceed two dwelling units per acre. A Traffic Impact Analysis is required. A Level 1 Trip Generation letter was received with your application package and????? is not acceptable. Please have your traffic engineer contact the City of Yelm Engineer, Mr. Jim Gibson to arrange a scoping meeting. At this scoping meeting, your traffic engineer will be provided with the appropriate baseline traffic information, and will determine the required information within the study, such as which intersections and streets are to be studied further. The following fees are required: Preliminary Plat $ 750.00 $25. per lot $ 775.00 SEPA $ 150.00 Shoreline Permit (50%) $ 250.00 $1,925.00 The Traffic Impact Analysis scoping and review fees will be billed at a later date for actual charges incurred. August 25, 2006 Page 2 of 2 You have submitted two checks in the amount of $2,175.00. We have deposited both checks and will issue a refund in the amount of $250.00 to Westbrook Investments. In checking your application materials, we noticed some items on your preliminary plat that do not meet our development regulations, and would like to bring them to your attention. These issues do not need to be addressed to complete the application package, but will have to be addressed during the review process. Section 16.16.040 YMC requires that each lot within a proposed subdivision shall be served by a street built to applicable City street standards. Your proposal does not meet this requirement for lots 7 – 12 and lots 22 – 24. Section 16.16.060 YMC requires that all subdivisions of 25 or more housing units shall provide for more than one vehicular access from a collector street. Two access points into the subdivision from Crystal Springs Road will be required. The City of Yelm Critical Areas Code requires a 150 foot riparian habitat area buffer, which requires that all structures and activities shall be located outside of the buffer. It appears that there may not be any buildable area for lots 11, 18, & 19. Also, the 150-foot riparian habitat buffer is a required buffer and lots should not be created within the buffer. Since our presubmission meeting, the Washington State Department of Transportation (WSDOT) has completed a more in-depth survey of the right-of-way required for the SR-510 Yelm Loop. The right-of-way on the southern portion of your property is larger than the 120 -feet originally discussed. I have attached a map showing the proposed right-of-way for your information and use. When the SR510 Yelm Loop is constructed, Crystal Springs Road will become a local access street, which does allow driveway accesses. You may front residential lots on Crystal Springs Road.
