The Transpo Group, Inc. 11730 118th Avenue NE, Suite 600 Kirkland, WA 98034-7120 Re: Newman’s Addition Traffic Impact Analysis dated December 2006 Dear Mr. Swenson: We have reviewed the Traffic Impact Analysis prepared by The Transpo Group dated December 2006 for the proposed Newman’s Addition development. The project consists of 90 single family residences and is located on the south side of 103rd Avenue SE. Only one access is proposed to the development. Unfortunately, a traffic scoping letter wasn’t submitted for this project, and the City therefore didn’t have an opportunity to provide formal requirements for the analysis. Although the TIA incorporated the majority of the City’s requirements, we have the following comments that need to be addressed before we can finish our review and provide all required mitigation for the p?????roject. It won’t be necessary to revise the TIA; the information can be submitted in a letter or as an addendum to the TIA. 1. Sight Distance Sight distance restrictions at the project access must be discussed in the TIA. Calculations shall be based on the most recent AASHTO manual. 2. Site Plan A full-size site plan will need to be submitted in order to review sight distance, access points, street right-of-way limits, dimensioning to adjacent intersections, etc. In addition, please identify the location of the proposed alignment of the new SR 510 Loop highway on the site plan. 3. Safe Walking Routes Safe walking routes for school children must be provided and addressed in the TIA. At a minimum, 103rd Avenue should be evaluated. If Yelm Community Schools plans to enter the development to pick up students, a letter from the School District must be provided. January 31, 2007 Page 2 of 2 4. Road Adequacy The TIA must address the adequacy of the streets that will serve the development and whether the condition of the streets will support the increased traffic from the proposed development. Please note for future TIAs that you prepare, a discussion of traffic mitigation should not be included. The TIA should identify potential impacts that will require mitigation, but the City will determine the appropriate mitigation. Please submit the information requested above to me, and I will forward it to our consultant. Once we have reviewed the additional analysis, we will provide you with the required mitigation for the project.
