As requested we have reviewed the comment letter dated February 7, 2007, regarding the G[}~s
review of the Traffic Impact Analysis (TTA) prepared for the proposed Newman's Addition
residential development. The following provides specific responses and additional infoanation as
requested. Each of your review commenu is reiterated below (in italics) along with our response.

published by the American Association of State I-Hghway and Ttansponation Officials (AASHTO), a
neighborhood collector functional classification of 103"' Avenue SE (based on the 2001 Cuy gFYa'm
Catprdieiaixe Plum), and a design speed of 40 mph, a minimum of 305 feet of stopping sight distance is
required at [he access point. In addition, northbound motorists taming left onto 103rd Avenue SE will
need at leas[ 445 feet of entering sight durance while nonhbound motorists coming right onto 103'd
Avenue SE will need at least 385 feet of entering sight distance.
To detemtine if the proposed access location satisfies the rtilnimtrrrt sight distance requirements
outlined above, actual sigh[ distance measurements were taken in the field in accordance [o the
guidelines outlined byAASHTO. The results are shown in Table 1.

Based on conversations with the Transporta[ion Director of Yekn CommunirySchook, the school
district currently provides bus service along 103'a Avenue SE and plans to provide service to the site
once the project is completed. A letter from Yehn Community Schools is forth coming and will be
forwarded to the City.

The primary roadway that will serve the proposed site is 103" Avenue SE. I[ is currently a coral two-
lane, neighborhood collector road with a speed limit of 35 mph providing an eazdwest connection
from Yekn Avenue E on the west ro Old McKenna Road SE on the eaz[. The roadway parallek SR
507 in [he eaztem pottion of the Gty and will intersec[ the proposed SR 510 Loop Road west of the
proposed development.
Based on an existing weekdayPM peak hour coon[ at the intersection of 103' Avenue SE/Grove
Road SE and assuming a two percent annual growth care, 103id Avenue SE is expec[ed to cagy a total
of approximately 20 vehicles in the peak direction (eastbound). The proposed project would add an
additional 57 vehicles to this volume Eor a total of 77 vehicles during the PM peak hour. Based on
procedures defined in the Highway Capacity Manual, a maximum peak direc[ional hourly roadway
capacity of approximately 850 vehicles per hour is estimated. Bazed on the projected volume of traffic
during the weekday PM peak hour and the capacity of the roadway, adequate capacity exists along
103' Avenue to accommodate the project traffic volumes.

The City of Yelm has created new guidelines and process for the scoping and creating a Traffc Impact Analysis.
I am your point of contact to initiate the TIA Scoping. I will be working with the City's traffc consultant for the

I am not a tra,FC engineer, and cannot discuss specific traffic related questions, but will receive your questions,
and forward them to our consultant.

Wndshadow-Heath I have your comment letter, and my comment letter. Have decided to have them fll out the
scoping sheet and start from scratch. Will keep both letters ready for information and possible further use.
Normally the person 1 talk with at Heath is Margaret and sometimes Mark Tai. Margaret seems to be the one to
keep the "guys" organized!
WYndstone-Heath. They have requested, and are waiting for scoping. I have spoken with [he engineer. Will
get them the scoping docs asap.
Jeff McGinnis/Jack Long: Berry Valley phase 18 II. Not sure which traffic engineer._ TraNic engineer is Heath.
scoping letters went out in early December for both cI these and 16elieve they're working on the TIAs.
Yelm Avenue and Creek Street (Yelm Plaza) This one is Heath also. They sent me their scoping and I forwarded
it to yo¢ Jim e-mailed them explaining that a now process was being put in place. I later talked with Margaret
and they seemed fine with it -and happy that things will get moving again_ I believe the engineer on this is
Contour Engineering.
Newmans Addition -Transpo Townhouse development on 103r°? Pacwest Engineers? Transpo e-mailed us a
trip distribution to review, which we did This was in October but 1 haven t seen any scoping information.
NEW: Hutch Commercial (yelm property developmenUmike Edwards) Yelm Ave and Mt. View. Haven't seen
arrything on this one. but have a copy of an a-mail from Jim telling them about the new process being put in
place. Looks like Skillings is planning to do the traffic study
NEW: I also have a call from a guy named Edward, at Gibson Traffic Consultants... Requesting info for a tia for
a restaurant at Killion Road and Yelm Ave. Nobody has contacted us on this one (They re already fallowing the
new procedure.9

Honeysett Subdivision - we sent a scoping letter to Skillings in August, but have never received a TIA.
Yelm Crossroads -this one is on the NE corner of SR 507/Grove Road. Back in April Transpo sent in a scoping
letter which Jim asked us to hold onto until they'd had a presubmission conference. When I talked to Transpo in
August, they were working on a TIA and apparently they had talked with the City. I haven't heard any more since
then.
Fprrester_Heights - We drafted a TIA review letter last April, but I don't know what's happened with it I believe
Jim discussed with Perry. Traffic consultant is Transportation Engineering Northwest.
Twin County Credit Union Expansion - Traffc engineer is Mirai. We reviewed a scoping last May and asked for
more information in order to provide the scope of the 71A. We haven't received anything more.
Plaza Drive Commercial -This is Mike McKinnon's site. We sent a scoping letter to Heath last May, but haven't
received a TIA.
Yelm Car Wash/Lutheran Church Short Plat -Mark Jacobs is the traffic consultant. The last time I talked with
him was last April when he said he neetled tlirection from his client before moving ahead with [he TIA. I also
received phone calls from Nate Ridical(?) from the church, but tried to refer him to Jim (at Jim's request.)
Rainier View Estates - We sent a scoping letter to Heath last March, but haven't received a TIA.
Deer Run -Marc Jacobs (Jake Traffic) is the traffc consultant on this one. I sentl him pipeline project data antl
recent counts in early December, so I assume he's working on the TIA. This is 29 homes on Crystal Springs
Road. Engineer is Hatton Godat Pander, and I believe the contact is Chris Aldrich. I've talked with Chris, and
believe this one is still moving forward.
