Box 479 Yelm, WA 98597   September 13, 2007 Doug Bloom Tahoma Terra, LLC 4200 6th Avenue SE #301 Lacey, WA 98503 Re: Purvis Residential Development – Phase I Dear Mr. Bloom: On September 7, 2007 the Community Development Department received an application for Preliminary Plat Review for the above referenced project. The application submittal is not complete and further information is required before we can begin the review process. The application materials state that the site is 6.43 acres and refers to just one parcel number 21723140101, but needs to include all parcels that are affected, as well as any parcels considered for future development. The remaining parcel(s) would be marked as tracts for future development. When completing the SEPA checklist and Traffic Impact Analysis, the entire project, with all phases, must be addressed. Section 197-11-060(5)(d) WAC states that phased review is not appropriate when it would divide a larger system into exempted fragments or avoid discussion of cumulative impact, or it would segment and avoid present consideration of proposals and their impacts that are required to be evaluated in a single environmental documents. However, the level of detail and type of environmental review may vary with the nature and timing of proposals and their component parts. A Traffic Impact Analysis is required. The City of Yelm TIA guidelines posted on the City of Yelm website state that a TIA is required when the development creates more than 20 pm peak hour trips. The TIA must also evaluate the entire project and/or future phases. Please have your traffic engineer fill out the scoping request form and email to me to receive scoping comments. The following fees are required: Preliminary Plat $ 750.00 $25. per lot (24 lots) $ 600.00 SEPA $ 150.00 Traffic Scoping fee $ 500.00 $2,000.00 A check was submitted in the amount of $1,500.00. Please submit payment of the additional $500.00 for the Traffic Scoping fee, the TIA review fees will be billed at a later date for actual charges incurred. In checking your application materials, we noticed some items on your preliminary plat that do not meet our development regulations, and would like to bring them to your attention. Stormwater facilities are to be located at least 10 feet from a property line. The stormwater facilities proposed at the back of lots 1 – 7 appear to be located at the property line, with the fence located within the rear yard setback. Please be sure to note all on-site wells and septic systems on or within 200 feet of the property, and show the entire wetland on the site plan map. The wetlands inventory submitted is missing the surveyed wetlands map. Please have The Coot Company submit Figure 2, Surveyed Wetlands Map.
