Thank you for the opportunity to comment on the Purvis Residential Development project (Project Nos.
21723140400., 40102, 40000 & 21724230100; Land Use Case Nos. SUB-07-0397-YL) located a[ 14504
Berry Valley Road Southeast, as proposed by Tahoma Terza, LLC. The Department of Ecology
(Ecology) reviewed the information provided and has [he following comment(s):

If contamination is currently known or suspected during construction, testing of the potentially
contaminated media must be conducted. If contamination of soil or groundwater is readily visible, or
is revealed by testing, Ecology must be notified. Concoct the Environmental Report Tracking System
Coordinator at the Southwest Regional Office a[ (360) 407-6300. For assistance and information

Erosion control measures must be in place prior to any clearing, grading or wns[ruction. These
control measures must be effective [o prevent stormwater runoff from carrying soil and other
pollutants into surface water or storm drains that lead [o waters of the state. Sand, silt, clay particles,
and soil will damage aquatic habitat and are considered to be pollutants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48 RC W, Water Pollution Control, and WAC 173-2010., Water Quality Standards for
Surface Waters of [he Stale of Washing[oq and is subject to enforcement action.
Proper disposal of construction debris must be on land in such a manner [hat debris cannot enter the
wetlands and their buffers or cause water qualiTy degradation of state waters.
Soil in smckpiles should be stabilized or protected with sediment-trapping measures to prevent soil
loss. All exposed areas of final grade or areas [hat are no[ scheduled for work, whether a[ final grade
or otherwise, shall not remain exposed and un-worked for more than two days, between October 1
and April 30. Between May 1 and September 3Q no soils shall remain exposed and un-worked for
more than 7 days.
Clearing limits and/or any easements or required buffers should be identified and marked in the field,
prior to [he start of any clearing grading or construction. Some suggested methods are staking and
flagging or high visibiliTy fencing.
A permanent vegetative cover should be established on denuded areas at final grade if they are not
otherwise permanently stabilized.

Properties adjacent to the site of a land disturbance should be protected from sediment deposition
through the use of buffers or other perimeter controls, such as filter fence or sediment basins.
All temporary erosion control systems should be designed to contain the runoff from the developed
two year, 24-hour design storm without eroding.
Provision should be made to minimize the tracking of sediment by construction vehicles onto paved
public roads. If sediment is deposited, i[ should be cleaned every day by shoveling or sweeping.
Water cleaning should only be done after the area has been shoveled out or swept.
Wash water from paint and wall finishing equipment should be disposed of in a way which will not
adversely impact waters of the state. Untreated disposal of [his wastewater is a violation of State
Water Quality laws and statutes and as such, would be subject to enforcement action.
Source control Best Mauagemen[ Practices (BMPs) such as plastic covering, mulch, temporary
seeding, and phased clearing (for example) should be used [o control erosion during construction.
More examples of effective source control BMPs can be found in Ecology's two s[ortnwater
management manuals, Slormwoler Management Manual for Puge! Sound (1992) and Stormwater
Management Manual for Western Washington (200/).
Coverage under the National Pollution Discharge Elimination System (NPDES) and State Waste
Discharge General Perini[ for Stormwater Discharges Associated with Construction Activities is
required for construction sites which disturb an area of one acre or more and which have or will have
a discharge of Stormwater m surface water or a storm sewer. An application can be downloaded from

To avoid project delays, we encourage the applicant to submit a completed application form and m
publish public notices more [ham 60 days before [he planned start of the project.

The Slate Board of Health rules require every owner of a public water smpply [o obtain written
approval from [he Office of Drinking Water, Environmental Health Programs, prior to any
construction or alteration of a public water supply.
Any increase in rate of withdrawal or quantity of annual use will require additional water rights.
