Dear Ms. Merriman: " ~~-.r ''
Thank you for the opportunity to comment on the Purvis Residential Development project (project Nos.
21723140404, 40102, 4000D & 21724230100; Land Use Case Nos. SUB-07-0397~YL) located at 14504
Berry Valley Road Southeast, as proposed by Tahoma Terra, LLC. The Deparmen[ of Ecology
(Ecology) reviewed the infimation provided and has the following comment(s):
TOXiCS CLEANUP: Lisa Pearson (360) 407-6267 $
contantinated media must 6e conductedSUlf contaminate n of soilao~grounds4atertlicreadrly vi$ible, or
is revealed by testing, A.cology must be notified- Contact [he Environmental Rapor Tracking System
Coordinator ai [he Southwest Regional Office at (360) 407-6300. For assistance and information
about subsequent cleanup and to identify the type of testing that will be required, contact me at the
phone number given above.
WATER QCiAL1TY: Margaret Hill (3ti0) 407-024E
Erosion oontrol measures must be in plane prior to any clearing, grading, or donstruction. Those
control measures must be effective to prevent stormwazer mnoff from carryirjg soil and other
pollutants into surface water or storm drains that lead trr waters of the state. Sand, silt, clay particles,
and soil will damage aquatic habitat and are considered to he pollutants.
Any discharge of sediment-laden runnfCor other poilu4mts to waters ofthe s[~te is in violation of
Chapter 90.48 RCW, Water Pollution Control, and WAC 173-201A, Water Qi'uatity Standards for
Surface Waters of the Slate of Washington, and is subject to mrforoement actibn.
Proper disposal oFconstruction debris must be on Innd in such a manner that debris cannot enter the
wetlands and their buffers or cause water quality degradation oCstate waters.
.Soil in stockpiles should be stahilized or protected with sediment-trapping me~sures to prevent soil
loss. All exposod areas of final grade or areas that are not scheduled for work{ whether at final grade
and Apr 1r30. s6etweenrMay 1 and September 30, no soils shall remain ezpose~ and un-worked for
more than 7 days.
Clearing limits and/or any easements or required buffers should 6e identified and marked in [he fielQ
prior to the start ofany clearing, grading, or construction. Some suggested methods are staking and
flagging or high visibility fencing.
A permanent vegetative cover should be established on denuded areas at final grade if [hey are not
otherwise permanently stabilized.

Properties adjacent [o the site of a land disturbance should be protected from sediment deposition
through the use of buffers or other perimeter comrols, such as filter fence pr sediment basins.
All temporary erosion control systems should be designed to contain the rJ'm>tf from the developed
two year, 24-hour design storm without eroding
Provision should be made to minimize [he tracking of sediment by construction vehicles onto paved
public roads. If sediment is deposited, it should be c leaned every day by s oveling or sweeping.
Water cleaning should only he done after the area has been shoveled out o swept.
Wash water from paint and wall finishing equipmem should be disposed o in a way which will not
adversely impact waters of [he state. Untreated disposal of tltis wastewate is a violation of State
Water Quality Iflws and stam[es and as such, would be subject [o enforcement action.
Source control Dest Management Practices (DMPs) such as plastic coverin ,mulch, temporary
seeding, and phased clearing (Ybr example) should be used to control erosi~n during construction.
More examples of effective source control BMPs can be found in Ecology' ~ Iwo stotmwater
management manuals, Srornra~ater Management Mauualfor Puget Smmd (/992) and Srormwater
Mmragemenr Mmruul for Western Washfigtan (200%.

Discharge General Perroi[ for Stormwater Dischuges Assooiated with Con~tniction Ao[ivities is
required for construction sites which disturb an area of one acre or more flnrg which have or will have
a discharge of stomtwater to surface water or a storm sewer. An applica[iot ccan be downloaded from
Ecology's websi[e a[http~//www ecy wa ov/nroerwn%/slortnwater/con ~ ruction/NApolication or
you can cootacl Charles Gilman at (360) 407-7451 for an application fomt. '
To avoid project delays, we encourage the applicant kr submit a wmpleted applioation form and to
publish public notices more than 60 days before the planned start of the project.

The State Board of Health roles require every owner ofa public water supply W obtain written
approval from [he Office of Drinking Water, Environmental Health Progroros, prior to any
construction or alteration of a public water supply.
Any increase in rote ofwithdrawal orquantity of-annual nse will require additional water rights.
Ecology's comments are based upon information provided ny the lead agency. Ns such, they do not
