Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call Present: Don Miller Joe Baker, Mike McGowan, Tracey Wood and
Russ Hendrickson. Excused: John Thompson, Bob Isom.

8. New Business
Ordinance No. 921 Amending Yelm Municipal Code, Sewer Account
Adjustment.
Shelly Badger reviewed the staff report stating Council has discussed this topic
in April study session. Yelm Municipal Code allows a customer refund
adjustment to water portion only when a water leak is identified. No such
provision is currently allowed for commercial sewer accounts whose sewer
charges are based on water consumption. When leak occurs, there is no
provision to guide staff. Ordinance 921 establishes the same methodology to
assist customers, by reducing a portion of their sewer charges in the event of a
leak. Proactive customer service approach.

9. Old Business
a. Downtown Well Rehabilitation
Stephanie Ray presented the Parametrix Scope of Work for the downtown well
rehabilitation that is reflected in the 6 year Capital Improvement Plan. Needs are
identified for more source capacity as well as second ground distribution line in
the infrastructure. Will not replace motors at this time but will replace pumps.

ENTER INTO A CONTRACT WITH PARAMETRIX, INC. IN THE AMOUNT OF
$101,605 FOR DESIGN ENGINEERING SERVICES ASSOCIATED WITH THE
DOWNTOWN WELL REHABILITATION PROJECT. CARRIED.
10. Mayor and City Council Reports
Councilmember Baker attended Intercity Transit all-day retreat where they
discussed new goals and contingency budget plan. Visited Senior Center.
Councilmember Wood attended Transportation Policy Board meeting and Solid
Waste Advisory Committee meeting retreat.
Mayor Harding reported attending Thurston Economic Development Council
meeting that focused on the Thurston Climate Action Team and their progress.
More information to follow in late June.
Update on Longmire Park enhancement project moving forward. Currently
waiting for favorable weather to pour concrete sidewalks. Councilmembers and
the Mayor have received many complimentary comments about the facility.
11. Executive Session- none scheduled
12. Correspondence included periodicals from Municipal Research Service
Center, Spring 2010 and AWC Cityvision, May/June 2010. Thurston Regional
Planning Council pre-agenda for June 4, 2010 and notification from Comcast's
addition of ESPN 3D channel.
