Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call Present: Don Miller Joe Baker, Bob Isom, Mike McGowan, Tracey
Wood and Russ Hendrickson. Excused: John Thompson

10-30 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations -Proclamation, Kinship Caregiver Day
Mayor Harding proclaimed May 19, 2010 as Kinship Caregiver Day in the City of
Yelm as recognition of those family members who care for the children whose
parents are unable or unwilling to appropriately parent.
5. Public Comment -there was no response to the Mayor's call for comment.

a. Ordinance No. 920 Amending Yelm Municipal Code 13.04
Decommissioned Wells.
Grant Beck presented Ordinance No. 920 codifying the practice of requiring new
development to connect to municipal water supply and further decommission of
existing wells on those properties in compliance with Department of Ecology.
Supports application to the Department of Ecology for consolidation of water
rights.
10-32 MOTION BY TRACEY WOOD ADOPTING ORDINANCE NO. 920 AMENDING
CHAPTER 13.04 OF THE YELM MUNICIPAL CODE RELATING TO
DECOMMISSIONED WELLS.
b. Resolution No. 510 Water Conservation Measures, Repeal and Replace
Resolution No. 509.
Grant Beck continued with staff report for Resolution No. 510 for Water
Conservation Measures. This Resolution would Repeal and Replace Resolution
No. 509 for irrigation water users. Currently working with Department of Health
project to allow water saved, to be used elsewhere in city's portfolio. Repeals
509 with addition of consideration of 2009 useage, establishing water budget
per user not to exceed individual commercial user 2009 irrigation consumption.

AND REPLACING RESOLUTION NO. 509, RESTRICTING USE OF WATER
FOR IRRIGATION PURSUANT TO YMC 13.04.097 AND ESTABLISHING
POLICY AND PROCEDURES FOR WATER CONSERVATION MEASURES.
CARRIED.
10. Mayor and City Council Reports
Councilmember Baker attended Intercity Transit meeting.
Councilmember McGowan announced he will be hosting the HOME Consortium
Forum regarding the Homeless Census, on Saturday, May 1, 2010 at the
Thurston County Courthouse. Homelessness is not apparent in Yelm but
continues to be a concern countywide as homeless individuals travel from place
to place.
11. Executive Session- none scheduled
12. Correspondence included invitation to attend two June events; Port of Olympia
event for Wounded Warriors on June 19 during the Olympia Regional Airport Air
Show and AWC Parade of Flags June 23, opening the AWC Conference in
Vancouver, WA. Publications from Timberland Regional Library District and
Puget Sound Regional Council.
