Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call. Present: Don Miller Joe Baker, Bob Isom. Mike McGowan, Tracey Wood and
John Thompson. Russ Hendrickson was excused.
3. Agenda Approval

10-61 MOTION BY DON MILLER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.

Old Business Neighborhood Stabilization Program
Shelly Badger presented a follow up item from June study session for changes for use
of Neighborhood Stabilization Program Grant funds. Proposed to amend program from
down payment assistance on foreclosed homes to acquisition of property for use as
permanent rental properties for those that meet the less than 50 percent of area median
income. Amendment A with the Department of Commerce state contract will shift use of
the funds to the Housing Authority to acquire homes, on city behalf, and grant those
properties to nonprofit agencies as selected by City of Yelm to provide permanent rental
properties. On track to meet deadline of September 18, 2010.
The second amendment is with the Thurston County Housing Authority to do that work.
Questions from Council were answered. Houses have been chosen and unexpended
administration funds that remain can be used for necessary upgrades to those chosen
properties.
10-62 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO SIGN
AMENDMENT A TO YELM NEIGHBORHOOD STABLIZATION PROGRAM GRANT
AGREEMENT WITH THE DEPARTMENT OF COMMERCE AND AMENDMENT TO
AGREEMENT WITH HOUSING AUTHORITY OF THURSTON COUNTY SUB
RECIPIENT AGREEMENT. CARRIED.
10. Mayor and City Council Reports
Councilmember Baker met with Intercity Transit and reported that a Park and Ride is
planned on Yelm Loop. Currently looking at different properties along loop. Purchased 3
hybrid (diesel electric) buses through federal fund grants, one scheduled for use in Yelm
in the future.
Councilmember McGowan attended TC HOME Consortium where they are working on
10-year plan and 2011 budget. Reported on interesting success of innovative mobile
housing on wheels for homeless. Currently being investigated for permanent site in
South Sound area. Announced that he was re-elected to continue as chair.
