AN ORDINANCE of the City of Yelm, Washington Amending
Chapters 13.04 and 13.08 of the Yelm Municipal Code, Revising
the Value of an Equivalent Residential Unit (ERU).
WHEREAS, the City of Yelm ("City") is anon-charter Code city located in Thurston County,
Washington; and
WHEREAS, the City has been working on an update of its 2002 Water System Plan; and
WHEREAS, the updated plan was approved by the Yelm City Council on August 10, 2010
through the adoption of Resolution Number 514 and has been submitted to the Washington
State Department of Health for approval; and
WHEREAS, the draft updated plan includes a financial analysis and rate recommendation which
supports existing debt, operation and maintenance of the water system, and new capital
projects identified in the updated plan; and
WHEREAS, the adopted Water System Plan establishes an ERU of 215 gallons per day, which
equates to 875 cubic feet per month; and
WHEREAS, sewer and water connection fees are also calculated based on the ERU as
calculated by the latest water system plan;
NOW, THEREFORE,THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
Section 1. Section 13.04.120 Yelm Municipal Code is amended as follows:
13.04.120 Service -Connection -System Development Charge and meter charge.
C. "Equivalent residential unit (ERU)" means the unit of measurement determined by that
quantity of flow associated with a single residential household defined as follows:
1. ERU measurement shall be an equivalent flow of X875 cubic feet, or less, per
month, based on water meter in-flow.
2. With respect to each residential structure, the number of ERUs and associated
"base flow" (figured in cubic feet) will be based on Table 1.

3. With respect to uses other than residential, one ERU shall be designated for
each X89-875 cubic feet or less of water consumed per month.

development charges will be placed to be utilized for emergency repairs, capital
improvement projects and acquisition of water rights.
D. Irrigation Meters. If a meter is installed separately and solely for the purpose of irrigation,
the established water connection fee (ERU) will apply plus the cost of the meter will be
paid at the time of application. The meter will be read and billed on a monthly basis and
charged according to the established water rates as set by the city council. Irrigation
meters shall have a double check valve assembly, approved by the city, and approved
for installation in Washington State.
Section 2. Section 13.08.95 Yelm Municipal Code is amended as follows:
13.08.095 Monthly sewer fees.
A charge for sanitary sewage disposal shall be levied against all accounts and premises
connected to a sewer line at the rate established by this section or as amended hereafter.
A. Sewer Charge. There is established and charged, as a monthly sewer fee, to be
collected by the city using the following procedures and rates.
B. Definitions.
"Base flow" means the flow associated with an equivalent residential unit.
"Equivalent residential unit (ERU)" means the unit of measurement determined by that
quantity of flow associated with a single residential household defined as follows:
ERU measurement shall be an equivalent flow of X875 cubic feet, or less, per
month, based on water meter in-flow, or sewer effluent meter when installed by
owner with approval of Yelm sewer department.
2. With respect to each residential structure, the number of ERUs and associated
"base flow" will be based on Table 1.

3. With respect to uses other than residential, one ERU shall be designated for
each J89-875 cubic feet of water consumed per month or sewage discharged as
measured at source; provided, that for volumes in excess of 99875 cubic feet
per month, the service charge shall be computed at the rate established on Table
2.
4. With respect to accounts consisting of both residential and nonresidential uses,
or combination thereof, the residential uses shall be charged as in Table 2 of this
section and each nonresidential connection shall be charged an additional ERU
plus a charge, as established in subsection C of this section for each cubic foot
of flow over the base flow.
"Senior citizen" means a head of household over the age of 65 who is retired and is
below the median income as established by the city.
C. Sewer Rates and Structure. The sewer rate for the city is established per the rates as
identified in Table 2. There shall be an additional charge per cubic foot flow in excess of
999 875 cubic feet per month for commercial/industrial use. This additional charge shall
be calculated by dividing the current monthly rate by 999 875 cubic fee

D. Payment of Sewer Bills. The rates, fees and/or charges shall be due and payable at the
office of the city clerk/treasurer for the city, on the fifteenth day of the month following
use of Yelm's sewer system. Any payments not paid as specified herein shall be
considered delinquent.
E. Application for Service.
Sewer customer shall be required to complete an Application for Utility Service and
provide photo identification with the City Clerk/Treasurer's office to start service for
sewer at the address listed on their application.
This Ordinance shall be in full force and effective October 1, 2010.
