926 Connection Charge Water System DevelopmentCITY OF YELM ORDINANCE NO. 926 AN ORDINANCE of the City of Yelm, Washington Amending Chapter 13.04 Yelm Municipal Code Relating to Water System Development Connection Charges. WHEREAS, the City of Yelm ("City") is anon-charter Code city located in Thurston County, Washington; and WHEREAS, the City has been working on an update of its 2002 Water System Plan; and WHEREAS, the updated plan was approved by the Yelm City Council on August 10, 2010 through the adoption of Resolution Number 514 and has been submitted to the Washington State Department of Health for approval; and WHEREAS, the draft updated plan includes a financial analysis and rate recommendation which supports existing debt, operation and maintenance of the water system, and new capital projects identified in the updated plan; and WHEREAS, the financial analysis included a recommendation for an increase to the system development charge (water connection fee) from $1500.00 per Equivalent Residential Unit (ERU) to $5,036.00 per ERU; and WHEREAS, the analysis also recommends adjusting the system development charge annually based on a recognized index such as the Engineering News Record Construction Cost Index (ENR-CCI); and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. Section 13.04.120 Yelm Municipal Code is amended as follows: 13.04.120 Service -Connection - J~esl~-~~ System Development Charge and meter charge. A. All persons connecting to the water system of the city shall pay, in advance of connection to the water system, a k~ee~-~psystem development charge and water-meter charge in accordance with the schedule set forth below in this section. e . The System Development Charge shall be $5,036 per Equivalent Residential Unit as calculated in Section C of this section. Where the water meter site lies more than 50 feet distant from the water main, the charge set forth above shall be increased by $25.00 for each additional foot of service line required. B. A charge for street crossings will be added to the above fees as determined by the city. C. "Equivalent residential unit (ERU)" means the unit of measurement determined by that quantity of flow associated with a single residential household defined as follows: 1. ERU measurement shall be an equivalent flow of 900 cubic feet, or less, per month, based on water meter in-flow. 2. With respect to each residential structure, the number of ERUs and associated "base flow" (figured in cubic feet) will be based on Table 1. With respect to uses other than residential, one ERU shall be designated for each 900 cubic feet or less of water consumed per month. 4. Ordinance 540 (1995 budget) is amended to create a water capital improvement fund where collected ERU water fees will be placed to be utilized for emergency repairs, capital improvement projects and acquisition of water rights. This Ordinance shall be in full force and effective five (5) days after passage and publication as provided by law.
