Yelm City needs to withdraw the Mitigated Determination of Non-Significance, file number ENV-08-0397-YL. The MDNS fails to adequately address the impacts and affects on the groundwater resource and the environmental impacts that will result from the applications including the cumulative impacts of growth. Many of us are water right owners through exempt welt ownership and will be greatly impacted. The MDNS provides no proposed mitigation of these impacts. The mitigation plan is wholly inadequate to provide an environmental assessment for all local, private welts. This plan is for impacts to in-stream water flows, but does not include local ground water which will affect all well owners. Therefore, we request that no further action be taken on these water rights applications, No. G2-29084, No. G2-29085, and No. G2-29086. If any further action is taken, the Department of Ecology must be the lead agency, the MDNS be withdrawn and a complete Environmental Impact Study be required.
