If the Cor.sncil accepts the request to circulate a petition, the applicant tt7en must Detain sufficient signatures on the petition. The applicant has not shown that they control sufficient water rights to serve the proposed annexation. The proposed annexation does not n7ake a logical City boundary. because the proposal is not ccansistent with the interim policies of the °JVater Comprehensive Plan, the Corm7~unity Qevelopment Department recommends that the City Council reject the request to circulate the annexation petition.
