The annexation prcacess is started with a request to circ elate a petition for annexation.
The City Council, at a public rrreetir~g, determines u^rhether to accept, reject, or
geographically rx~odify thho proposed annexation, whether it requires the simultaneous
adoption of the comprehensive plan, and whether it shall require the assumption cf all
ar a portion ref existing City indebtedness.
If the Cor.sncil accepts the request to circulate a petition, the applicant tt7en must Detain
sufficient signatures on the petition. A I~rearing is then scheduled before the City Council
cn the proposed annexation. TI1e Cor.anci! play then adopt an ordinance whhich annexes
the property into the City.

within the proposed annexation are presently connected to City water or sewer service.
l..he interim policies of'rf~/ater Comprehensive Klan allow properties in this situation to
annex into the City when they provide at least r;nouyh water rights to the City to allow
service of the property seeking annexation.
The applicant has not shown that they control sufficient water rights to serve the
proposed annexation.
The proposed annexation does not n7ake a logical City boundary.
because the proposal is not ccansistent with the interim policies of the °JVater
Comprehensive Plan, the Corm7~unity Qevelopment Department recommends that the
City Council reject the request to circulate the annexation petition.
