The property is located directly across from the site currently being developed by ltVal- art. Tha'(elm Laop {Y-2 partioni is proposed to bisect this property. The `r"2(1~`3 corridor' is listed in the comprehensive plan as part of the City-wide transportation improvement program, and also listed as a project in the six-year transportation improvement program (STIP). The prapased annexation makes a logical City boundary, as it extends the current City limits to the end of future commercial zoning. analysis Public decisions always require balancing various goals. In transportation, the public officials who make such decisions must be well aware that this balancing is essentiaB, although difficult. The goal of providing a high quality transportation system must be constantly weighed against the goal of minimizing public expenditures. Similarly, the goal of quality transportation must also be balanced against the effects a particular project may have on the environment March X40? Fage 2 of u The goals and planning policies not only provide a framework far the comprehensive transportation plan, but also a means far making decisions. Construction of a particular project should be based in part on an assessment of consistency with the long range transpartat!an planning framework. The proposed annexation is within the future water service area, but not presently connected to Gity water or sewer service. The interim policies of Water Gamprehens!ve F'!an ai!oa~u properties in this situation to annex into the Gity when they provide at least enough water rights to the City to allow service of the property seeking annexation. The applicant has not shown that they control sufficient water rights to serve the proposed annexation. The proposed annexation makes a logical Gity boundary. The decision to accept merely allows the annexatian to go forward procedurally. if the Gity Counci! re~eots the proposed annexation, the initiating parties have no right to appeal. The City Council must also decide whether or not it vrill require a proposed zoning regulation, and whether or not it will require the assumption of all or any portion of existing indebtedness by the area to be annexed.
