TUESDAY, OCTOBER 26, 2010 MINUTES
1. Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Tracey
Wood, John Thompson and Russ Hendrickson.
Mayor Harding switched item 8.a. Port of Olympia Small City Program to
8.b.and moved CAPCOM to 8.a. so that KD Seeley could also attend the
Olympia City Council meeting. In addition, the Executive Session has been
moved to the November 9, 2010 Regular Council meeting.
3. Agenda Approval

5. Public Comment. There was no public comment to the Mayor's call for
comment.
6. Consent Agenda Minutes -Regular Meeting October 12, 2010,
Payables -Checks 54535-54603, Totaling $362,905.16.

8. New Business
a. CAPCOM
Brent Dille, Owens Davies Attorney, explained that the CAPCOM Administration
Board is working to form a new entity, Thurston 9-1-1 Communications, to
provide emergency communications service to Thurston County and the cities,
fire districts and regional fire authorities. This requires approval by all member
agencies of a new Intergovernmental Agreement. All agencies affected have
participated in this careful and inclusive process to reflect agreed upon
changes. The Amended and Restated Intergovernmental Agreement (IGA) has
been sent to all parties for signature. The City Council's approval of the IGA will
position CAPCOM to transition into the new independent agency that will be
"Thurston 9-1-1 Communications" or TCOMM911. This transition will provide
the same dependable level of service to the member agencies and community,
while saving approximately $150,000 each year. The effective date of the
transition will be January 1, 2011. KD Seeley, Deputy Director, CAPCOM
answered questions from the council.

INTERGOVERNMENTAL AGREEMENT EFFECTIVE JANUARY 1, 2011.

b. Port of Olympia Small City Program
Kevin Ferguson, Port of Olympia Finance Director, explained that the Port of
Olympia Development Corporation (EDC) has created a small city annual
economic development fund program. This program, for cities in Thurston
County with a population of less than 10,000, offers matching grants for use in
economic development projects. To be eligible to apply for funding in this
program, the City of Yelm must become a Partner City and approve the
agreement. Becoming a Partner City allows the City to apply for funding within
the guidelines and amount (established annually) in the small city fund.
Currently there is $60,000 in funding to begin the program. All applications must
be received by February 28, 2011 to be eligible for funding.

10. Mayor and Council Initiatives
Councilmember Miller attended the Yelm High School Safe Driving
demonstration and the Ribbon Cutting Ceremony for the SR 510 Yelm Loop.
Mr. Miller commended staff on the "Welcome to Yelm" sign in the middle of the
new roundabout.
Councilmember Baker attended the Intercity Transit Board meeting.
Councilmember Isom attended the SR 510 Yelm Loop Stage 1 Ribbon Cutting
ceremony last Wednesday. Mr. Isom also attended the Finance Committee and
Water Committee meetings on Monday and Wednesday. Full reports will come
before Council in the next couple of weeks.
Councilmember McGowan attended the Finance Committee meeting on
Monday.
Councilmember Wood attended the Transportation Policy Board meeting and
reported a new gate opened on Mounts Road for JBLM to alleviate traffic.
He also attended the Thurston County Solid Waste meeting.
Councilmember Thompson attended the SR 510 Yelm Loop Stage 1, Ribbon
Cutting ceremony and the Water Committee and Finance Committee meetings.
Mayor Harding attended the SR 510 Yelm Loop Stage 1 Ribbon Cutting
ceremony and thanked Council and staff for attending. Mayor Harding also
attended the Water Committee and Finance Committee meetings.
Councilmember Wood asked if the speed limit on the new SR 510 Loop would

be changed to 45 as was discussed during the construction stage. The speed is
currently posted at 35. Mayor stated that staff is looking into this matter. Mr.
Wood also asked why the Christmas Tree in the City Park had been removed.
The Mayor stated that Public Works removed the diseased tree. A new tree will
be planted the 9th or 10th of November.
Councilmember Baker asked about Clark Road and the construction that the
church was doing. Mr. Baker stated the condition of the road is horrible and
needs to be addressed. Mayor Harding stated the church is installing sewer
lines but he will have staff look into that issue.
11. EXECUTIVE SESSION -Was Cancelled and moved to the November 9, 2010
Regular Council meeting.
