519 Well Pump PurchaseRESOLUTION 519
A RESOLUTION of the City Council of the City of Yelm,
Washington authorizing the purchase of Gould's brand vertical
turbine well pumps for the downtown well rehabilitation
improvement project for Wells 1A and 2, and waiving the
competitive bidding requirement.
WHEREAS, the City currently utilizes Gould motors and discharge heads
at Wells 1A and 2 as part of its existing water system; and
WHEREAS, the downtown well rehabilitation project requires the
replacement of the existing Gould vertical turbine well pumps but will retain the
Gould motors and discharge heads; and
WHEREAS, the purchase of the Gould's branch vertical turbine pumps
are necessary to ensure compatibility with existing equipment; and
WHEREAS, the City's 2008 Water System Plan projects the maximum
day demand to exceed existing source capacity in the summer of 2011; and
WHEREAS, RCW 39.04.280 provides that a local agency, by Resolution,
may waive the competitive bid requirement when the purchase is clearly and
legitimately limited to a single source of supply, or when the purchase involves
special facilities or market conditions, or in the event of an emergency; and
WHEREAS, the City Council finds that there is one specific brand of pump
that will meet the City's needs, and thus the manufacturer is the sole source of
supply; and
WHEREAS, the City has required certification by the supplier that they are
providing their lowest price on the specified equipment;
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF YELM,
WASHINGTON HEREBY RESOLVES as follows:
The competitive bidding requirement for Gould's brand vertical turbine well
pumps as specified in the equipment procurement documents prepared by
Parametrix, Inc., December 2010, is waived as a sole source purchase.
