02-08-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 8, 2011 MINUTES Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call Present: Don Miller, Joe Baker, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. Bob Isom was excused. 3. Agenda Approval 11-13 MOTION BY JOE BAKER APPROVING THE AGENDA. CARRIED. 4. Special Presentations- none scheduled 5. Public Comment -there were no comments. 6. Consent Agenda Minutes -Regular Meeting January 25, 2011. Payables -Checks, 55203-55305 Totaling $438,992.19 11-14 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. PUBLIC HEARING -SEWER RATES Mayor Harding opened the Public Hearing at 7:03 p.m. to hear comments on the proposed sewer rate increase. Stephanie Ray reviewed the staff report outlining the proposed increase to meet existing debt service and operating and maintenance costs, addressing the inflationary increases in cost of services and the downward trend in revenue. FCS completed research and analysis during the Fall budget season. Staff and Council recommended the 5.4 % increase across the board for the years 2011, 2012 and 2013 to bring the sewer utility in balance to maintain the City's fiscal policies, existing debt service, capital reserve and 60-day operating cash. This increase does not provide additional capital for future capital projects. The average increase to 2011 residential customer's bill is $2.35 per month, the same for low commercial user, $4.50 for mid commercial and $21.00 for high commercial user with effective date of March 1, 2011. There was no comment from the audience in attendance. The Public Hearing was closed 7:11 p. m. 8. New Business Ordinance No. 933 Amending Sewer Rates 11-15 MOTION BY JOHN THOMPSON ADOPTING ORDINANCE 933 IN SUPPORT OF A SEWER RATE INCREASE IN THE AMOUNT OF 5.4% ANNUALLY FOR THE YEARS 2011, 2012 AND 2013. CARRIED. 9. Old Business 10. Mayor and Council Initiatives Councilmember Miller attended the State of the City at the Chamber of Commerce meeting. Councilmember Baker attended Intercity Transit meeting reporting a bus route change in Yelm, eliminating a rarely used stop in front of Yelm Post Office. Routes assessable on Yelm Ave and 103~d Street. Councilmember McGowan met with participants of Thurston County census, reporting that the event went well to achieve communication between agencies and opportunity for improvement through shared information. Page 1 of 2 Councilmember Wood attended the State of the City address at the Chamber meeting and TCOM meeting where they continue to transition from Thurston County CAPCOM to independent TCOM agency. Councilmember Hendrickson attended Emergency Management meeting and today's State of the City at the Chamber lunch. Councilmember Thompson attended State of the Cit~r at the Chamber meeting.He inquired about the placement of high transmission lines on 3~ Street by Puget Sound Energy. Mayor has been in contact with PSE to discuss moving the poles when City of Yelm street project is re- aligned. Mayor Harding thanked Council members who attended the State of the City address at the Chamber meeting in support of the City. 11. EXECUTIVE SESSION -None scheduled 12.
