Roll Call Present: Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. Excused; Don Miller 3. Agenda Approval 11-19 MOTION BY JOHN THOMPSON APPROVING THE AGENDA. CARRIED. 4. Special Presentations- none scheduled 5. Public Comment Michael Cade, Executive Director Thurston County Economic Development Council in Lacey is pursuing opportunities to outreach to small businesses and entrepreneurs in all of Thurston County with information about their Business Resource Center. Technical assistance is available as well as strategies for startup and success. Mr. Cade introduced Tiffany Scroggs, EDC Business Resource Center, continued with an invitation to Open House on March 17, 2011 targeted to small businesses and entrepreneurs in Yelm by bringing the resources to them. Their goal is to spread the word on the benefits of this resource. Mayor Harding expressed appreciation for the support that EDC has given Yelm and challenged Councilmembers to spread the word of the available resources. Councilmember McGowan recommended a partnership with the Library as they get many questions from patrons researching developing a business. 6. Consent Agenda Minutes -Regular Meeting February 22, 2011. Payables -Checks 55306-55481,Totaling $571,077.74 11-20 MOTION BY JOHN THOMPSON APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. PUBLIC HEARING -none scheduled 8. New Business a. Resolution No. 522, 2011 Water Conservation Program Commercial Irrigation. Grant Beck reviewed the staff report implementing the irrigation conservation program for the 2011 season. Last year's conservation was highly successful, conserving beyond the anticipated amounts of water and thereby helping to extend the life of the water system infrastructure while maintaining the user's landscapes. The 2011 plan is modeled after the 2010 program using the Washington Irrigation Guide and previous use and budgeted amount of the selected irrigation users. Community Development will manage the program, coordinating with Public Works for weekly monitoring. Program includes direct contact with the new and current users with water saving education and strategies. Grant addressed Council's questions. Development guidelines address Page 1 of 3 conservation by recommended use of drought tolerant plants, limits on use of turf in new landscapes and types of irrigation systems. 11-21 MOTION BY BOB ISOM ADOPTING RESOLUTION NO. 522 RESTRICTING THE USE OF WATER FOR IRRIGATION PURSUANT TO SECTION 13.04.97 YELM MUNICIPAL CODE AND ESTABLISHING POLICIES AND PROCEDURES FOR THE IMPLEMENTATION OF WATER CONSERVATION MEASURES IN 2011. CARRIED. b. SW Yelm Well 1A, Change Order No. 3 Golder and Associates Shelly Badger presented the Golder and Associates change order to finalize the SW Well drilling project. This project is part of the Water Rights Mitigation Plan, which requests new water rights for municipal use for the next 20 years. Decision points during the drilling and construction, including use of larger diameter borehole casing and screen to accommodate the increased flow, put the project over the budgeted contingency amount. The drilling to the deep aquifer, as required, and pump tests were extremely successful, saving overall infrastructure costs on future projects. 11-22 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN CHANGE ORDER WITH GOLDER AND ASSOCIATES IN THE AMOUNT OF $19,785 FOR FINAL COSTS ASSOCIATED WITH SW YELM WELL 1A DEVELOPMENT. CARRIED. 9. Old Business 10. Mayor and Council Initiatives Councilmember Baker attended Intercity Transit meeting reporting the purchase of 7 hybrid buses and 2 staff vehicles. Intercity Transit was able to assist Pierce County Transit with the loan of 6 diesel buses. The Senior Center continues to work with their insurance carrier to address the floor repair needed at the Center. Councilmember Isom attended TRPC meeting where they discussed a regional plan for sustainable development in communities including exploring rural telework centers with assistance from Washington State University. Reported an upcoming conference in Moses Lake for strategies for rural communities. He is unable to attend. Councilmember McGowan reported that the HOME Consortium reviewed 26 funding applications. Results expected next week. Councilmember Thompson attended meeting with Yelm Library Board and Timberland Board. Councilmember Hendrickson attended meeting with the Yelm Library Board and Timberland Board. Mayor Harding reported that he attended the same meetings with nothing new to report. 11. EXECUTIVE SESSION Mayor Harding announced at 7:40 p.m. that Council would be going into Executive Session for 45 minutes to discuss potential litigation with Attorney Steve DeJulio, present by phone conference. Page 2 of 3 The Executive Session was closed at 8:17 p.m. and the meeting resumed. There were no members of the public present. 12. Correspondence included Weekly E-News from Visitor and Convention Bureau of Olympia-Lacey-Tumwater for Feb 28, 2011 hosted by The Other Guys, Thurston County and Yelm Chamber of Commerce periodical and newsletter and invitation to Nisqually Indian Tribe's Public Safety Complex Ground Breaking event. 13.
