1. Mayor Harding called the meeting to order at 5:05 p.m.
2. Councilmembers present: Tracey Wood, Bob Isom, John Thompson. Mike McGowan,
Russ Hendrickson. Staff; Stephanie Ray, Grant Beck and Tim Peterson.

a. Puget Sound Energy - Yelm Roy Prairie Line Rail right-of-way permit amendment
Amy Tousley and Casey Cochrane from PSE reviewed their request to establish an
agreement with the City of Yelm to build power line over the existing rail line. Council
utilized this opportunity to review the power pole work done on Mosman tree trimming and
communication with City Hall for possible utility disruption in the future.
b Downtown Well Rehabilitation Project Update with Parametrix
Sewer System Plan Katie Greene and Jeff from Brown and Caldwell provided handout of
the Sewer Plan planning overview. Elements include existing service, evaluating service to
the MPCs and future growth. Scope will focus on analyzing best approach to move
forward, placing value on risks and benefits as well as the scope budget and schedule.
SCADA Demonstration -Glen Marcus demonstrated the Supervisory Control Data
Acquisition system implemented to monitor and manage the water system in real time. He
provided samples of reports for collection and storage of data as well as an overall
schematics on how each location communicates with each other.
Downtown Well Update. Stephanie Ray remarked that the upgrade to the Downtown well
is scheduled for completion in 52 working days, but will have challenging impacts to
Mosman to Washington Streets. Curb repairs will be completed at the same time as a
portion of the PD parking lot being taken up and patched.
Mayor Report -
Neighborhood Stabilization Program, 1 application received to take over management of
houses.
Permitting issue related to water resolved with the granting of 323 connections from DOE,
conservation efforts and de-commission of well.
Housing of Library work continues looking at multiple options to locate and finance library
operations.
Attended the grand opening of the Tribal Safety Center, that includes a regional jail with
Chief Todd Stancil. Attended the annual Real Estate network presentation. Has received
positive response to restructured animal control operations. Reminder of Retreat on April
18 will include City's goals and community interest topics.
Grant Beck added note on water rights victory. Proud of the way it was handled by staff,
specifically Shelly, Stephanie and Community Development. Mayor added the community
support through water conservation.
