STUDY SESSION MINUTES
WEDNESDAY, JANUARY 2l~, 2011 5:00 P.M.
Mayor Harding called the meeting to order at 5:05 p.m.
2. Councilmembers present: Don Miller, Tracey Wood, Bob Isom, and John Thompson.
Mike McGowan arrived at 5:12. Staff; Stephanie Ray, Grant Beck and Tim Peterson.

Sewer Rate Analysis and Recommendations
Stephanie Ray introduced Angie Sanchez Virnoche from FCS who presented the sewer
rate analysis and provided a handout of the findings and recommendations for rate
increase to support the operation and maintenance of the sewer fund. Council discussed
the impact of the number of system development charges, rate increase percentages and
fixed or variable options. Public Hearing is scheduled for next Council meeting, February 8,
2011.
b. Water Project Updates -Stephanie Ray provided images of the well casing before and
after the clean-out of Well 1.
c. Animal Control, Rabies Vaccine Requirement
Tim Peterson reported on the rabies tag requirements prior to licensing dogs in the City of
Yelm and changes to the Ordinance to improve the numbers of dogs registered in the City.
Mayor Report -Reported that the Smith case against the City of Yelm and Community
5. Director was dismissed in Court, however the lawsuit continues for the other parties stated
in the lawsuit.
Grant Beck continues to investigate sources for infrastructure improvements to the network
system, particularly to address sluggish connections at those sites further from the network
server. Possibility of adding fiber optic lines to increase efficiency and upgrade system
capacity currently at its maximum.
Mayor reported that the search for library housing continues with interesting options
presented by the sub-committees made up of Councilmembers, Friends of the Library and
community members.
Mayor accepted invitation to dinner with crew of Indonesian ship at the Port of Olympia.
Met with staff from the Port and discussed how much the Port impacts the local economy.
