Ordinance No. 934 Animal Control, Amending Rabies Inoculation and Licensing.
Tim Peterson reviewed the staff report requesting an amendment to City Code that requires
proof of rabies vaccine for dogs at time of licensing. Steps have been taken to make the
licensing process easier for the dog owners to encourage licensing, including removing the fees.
This amendment would remove the requirement for the owner to show proof of rabies vaccine at
time of licensing. Would allow the City to license dogs at City Hall, by going door to door or at
community events when the owner did not have quick and easy access to the proof. This
amendment does not remove the requirement for rabies inoculation. The owner would be
required to show proof when requested, but not preclude them from obtaining a license without
showing proof.
Councilmember McGowan added that free licensing has resulted in more dogs returned to their
owners and fewer dogs being housed in the shelter.
Mayor Harding stated that the City has further saved money on housing dogs as well as
significantly decreased the number of dogs that were euthanized by collaborating with the Yelm
Animal Alliance.
11-18 MOTION BY BOB ISOM APPROVING ORDINANCE NO. 934 AMENDING YELM MUNICIPAL
CODE, CHAPTER 6.12, SECTION 6.12.010, REMOVING THE REQUIREMENT FOR PROOF
OF RABIES INOCULATION AT THE TIME OF DOG LICENSING. CARRIED.
