02-22-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 22, 2011 MINUTES 1. Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. 3. Agenda Approval 11-16 MOTION BY TRACEY WOOD APPROVING THE AGENDA. CARRIED. 4. Special Presentations- none scheduled Public Comment -there were no comments. 6. Consent Agenda Minutes -Regular Meeting February 08, 2011. Payables -Checks, Totaling -not available at time of meeting. 11-17 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. PUBLIC HEARING -none scheduled 8. New Business Ordinance No. 934 Animal Control, Amending Rabies Inoculation and Licensing. Tim Peterson reviewed the staff report requesting an amendment to City Code that requires proof of rabies vaccine for dogs at time of licensing. Steps have been taken to make the licensing process easier for the dog owners to encourage licensing, including removing the fees. This amendment would remove the requirement for the owner to show proof of rabies vaccine at time of licensing. Would allow the City to license dogs at City Hall, by going door to door or at community events when the owner did not have quick and easy access to the proof. This amendment does not remove the requirement for rabies inoculation. The owner would be required to show proof when requested, but not preclude them from obtaining a license without showing proof. Councilmember McGowan added that free licensing has resulted in more dogs returned to their owners and fewer dogs being housed in the shelter. Mayor Harding stated that the City has further saved money on housing dogs as well as significantly decreased the number of dogs that were euthanized by collaborating with the Yelm Animal Alliance. 11-18 MOTION BY BOB ISOM APPROVING ORDINANCE NO. 934 AMENDING YELM MUNICIPAL CODE, CHAPTER 6.12, SECTION 6.12.010, REMOVING THE REQUIREMENT FOR PROOF OF RABIES INOCULATION AT THE TIME OF DOG LICENSING. CARRIED. 9. Old Business 10. Mayor and Council Initiatives Councilmember Miller attended the State of the City at the Chamber of Commerce meeting. Councilmember Baker attended Intercity Transit meeting reporting they are working on the full expansion option for the Martin Way facility. The Senior Center continues to work with their insurance carrier to address the floor repair needed at the Center. Page 1 of 2 Councilmember McGowan attended the HOME Consortium meeting reporting that they received 45 proposals for grant applications, totaling 3.8 million dollars. Available funding to distribute is 1.9 million. Two of the requests where from the Yelm area. Councilmember Wood attended Solid Waste Advisory Committee meeting and Transportation Policy Board reporting that Thurston County is preparing to install red light meters at I-5 at Marvin Road, Nisqually and Mounts Road. Both Boards are in the process of nominating Board positions. Mayor Harding attended meeting with regional Mayors regarding budget shortfall for Centennial station partially due to Olympia's budget cuts. They discussed options to fund the janitorial and ground maintenance at the station. Councilmember Baker added that he received correspondence from a Clearwood resident looking for assistance in getting routes outside of city limits to reach outskirts in the County.
