TUESDAY, FEBRUARY 10, 2009
1. The Mayor called the meeting to order at 7:00 p.m.
2. Roll Call: Present; Don Miller, Bob Isom, Mike McGowan, Pat Fetterly John
Thompson and Russ Hendrickson. Joe Baker was excused.
3. Agenda Approval
9-012 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations -Proclamation - Yelm Music Bands Appreciation
Day, February 21, 2009. Mayor Harding read the Proclamation and presented it
to Band Instructor Scott Pierson.
5. Public Comment. There was no response to the Mayor's call for public
comment.
6. Consent Agenda
a. Minutes- Regular Council Meeting, January 27, 2009, Study Session January
28, 2009
b. Payables; Checks 50270-50346, totaling $486, 812.38
c. Payroll -February 5, 2009 Checks 50237-50257, totaling $157, 961.11.

9-013 MOTION BY PAT FETTERLY APPROVING THE CONSENT AGENDA AS
PRESENTED. CARRIED.

8. New Business
a. Ordinance No. 901 Budget Amendment Killion Road Fund 310. Shelly
Badger reported that the 2009-2010 Budget did not include appropriation in Fund
310 for Killion Road Construction as construction was planned to be complete
and paid in full before year end 2008. This budget amendment would provide
funding for construction payments in the amount of $113,826.00.

10. Council and Mayor
Councilmember Miller attended the Chamber meeting and stated the Mayor did
a nice job on the State of the City speech.
Councilmember McGowan attended the Thurston County HOME Consortium
meeting and reported on possible money that would come from the Economic

Stimulus package. Citizen Participation Committee is looking for people to serve
and a mission statement was developed.

Councilmember Fetterly attended the State of the City address.
Councilmember Thompson reported the Yelm Transportation Committee moved
the meeting to Thursday, February 12.
Mayor Harding reported on the State of the City address. Invited Council to stop
by the Nisqually Valley News and judge the Beautiful Baby Contest by Friday.
Open House for the Grand Opening of the Museum will be held Thursday,
February 19, and the ribbon cutting will be between 5:30-6:00 pm. Lions Club
Pancake Feed will be Saturday from 6:30 am - 10:00 am to help raise money for
restoration of the Lion's Cabin.
Shelly reminded Council that Stan Finkelstein Director of Association of
Washington Cities has retired after 30 years on Wednesday, February 18 at 6:00
pm.
