STUDY SESSION MINUTES
WEDNESDAY, APRIL 22, 2009 5:00 P.M.
Mayor Harding called the meeting to order at 5.00 pm
Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, and John
Thompson.
Staff; Shelly Badger, Stephanie Ray, Todd Stancil, Stacy Field, Grant Beck and Gretchen
Isaksson.
Presentations: AED Defibulator and CPR training. J.W. Foster provided a training
demonstration on the use of the AED defibulators that are placed in the four City facilities.
Council and staff were able to practice CPR and reminded of how to keep someone alive
with the potential to save lives with the use of the simplified process.
Juvenile Protection Act. Todd Stancil and Stacy Field reviewed the progress on the
goals and mission of the proposed Juvenile Protection Act that would include changes to
the Yelm Municipal Code regarding under age people out at certain hours. The
information was well received by school groups and associations where it was discussed.
Council asked for more information on past offenses and survey results from a wider
base. Concerns were expressed that measureable results need to be built in to the goals.
Some members felt that the latest changes to the Parks ordinance would address some of
the issues stated without another update.
CONCENSUS TO BRING MORE INFORMATION BACK TO COUNCIL AT THE JUNE
STUDY SESSION.
Local Improvement District. Grant Beck provided a schedule, assessment roll, maps
and total production costs for the LID. The Hearing is scheduled for May 11 and presented
to Council for final approval on the 12th. Bond underwriting is dependent on amount
remaining after early payments are made. Any refunds received from disputed service
fees will go back into the assessment roll.
Water System Update. Stephanie Ray reported that well development needs to be
brought forward on the Capital Improvement Plan and develop funding options.
Mayor/Council Initiatives.
Mayor Harding presented the water rate presentation to the business community at the
Chamber Forum.
Councilmember Isom requested a report from the Prairie Historic Society on the recently
opened City of Yelm Museum. Mayor Harding will contact the Museum staff.
