Call to Order -Mayor Harding called the Meeting to Order at 7:00 p.m.
2. Roll Call -Present: Don Miller, Joe Baker, Bob Isom, Pat Fetterly, Mike
McGowan and Russ Hendrickson. John Thompson was absent.
3. Agenda Approval

PRESENTED. CARRIED.
7. Public Hearings- Ballot Measure -Regional Fire Protection Authority
Formation. Mayor Harding opened the Public Hearing at 7:03 pm. Cindy
Teixeira explained that Resolution No 499, if approved, would place a
proposition on the August 18, 2009 ballot and would create and establish a
Regional Fire Protection Service Authority encompassing the area of Yelm,
Yelm Fire District #2 and Thurston County Fire District #4 in Rainier. The idea is
to get all residents located inside or outside the city limits to receive the same
fire protection service, to pay the same taxes and have equal voting authority.
Rita Hutcheson, SE Thurston County Fire & EMS Fire Chief was present to
answer any questions. Kim Wyman, Thurston County Auditor stated the County
will be doing the voters pamphlets differently this year with the budget cuts.
There will be an online version as well as limited printed copies. There will still
be the pro and con statements for each issue on the pamphlet. Kim encouraged
the Council to actively form a Pro committee and a Con committee for the
Regional Fire Protection Service Authority issue. The Public Hearing was closed
at 7:15 pm with no comments from the public.
8. New Business
a. Resolution No. 499 to Support the Plan for the Formation of a Regional
Fire Authority. Cindy Teixeira asked for additional questions. There were no
questions from Council.

9-047 MOTION BY BOB ISOM APPROVING RESOLUTION 499 IN SUPPORT OF
PLACING A PROPOSITION ON THE AUGUST 18, 2009 BALLOT WHICH, IF
APPROVED, WOULD CREATE AND ESTABLISH A REGIONAL FIRE
PROTECTION SERVICE AUTHORITY ENCOMPASSING THE AREA OF
YELM, YELM FIRE DISTRICT #2 AND THURSTON COUNTY FIRE DISTRICT
#4, RAINIER. CARRIED.

10. Mayor and City Council Reports
Councilmember Miller attended the last Regional Fire Authority meeting.
Councilmember Hendrickson also attended the short Regional Fire Authority
meeting.
Councilmember Isom asked that staff prepare a list of can and can't dos for
elected officials in support or opposition regarding the fire authority formation.
Mayor Harding was out of town and did not attend any meetings.
Cindy updated the Council on the Neighborhood Stabilization Program stating
there were 20 families signed up. She is still working on the State contract and it
looks like the money will be released in July 2009.
