STUDY SESSION MINUTES
WEDNESDAY, AUGUST 25, 2010 5:00 P.M.
1. Mayor Harding called the meeting to order at 5:10 P.M.
2. Councilmembers present: Don Miller, Joe Baker, Bob Isom, John Thompson.
Mike McGowan and Russ Hendrickson Staff; Shelly Badger

4. Mayor Report;
Mayor gave an update on water rights issues and decommissioned well
application. Stated commercial irrigation conservation program is working. Met with
Friends of the Library and Timberland Library representatives on potential space
for library use and costs. Discussion followed with alternate approach to library
issue including; combining community center and library at one facility, formation
of library district and fundraising by non-profit organization for long-term solution.
There were many questions to investigate and options

GROUP INCLUDING THE FRIENDS OF THE LIBRARY TO EXPLORE
ALTERNATE OPTIONS FOR LIBRARY SPACE AND FUNDING
OPPORTUNITIES.
5 Councillnitiatives.
Councilmember Hendrickson inquired about removal of memorials left on side of
roads because they are a distraction to drivers.
Councilmember Baker asked about enforcement of 25 ft smoking ban imposed by
Dept of Health at businesses around town is not being followed.
Councilmember McGowan and Miller met with representative of "Go21 Railroads"
who encouraged calls to Senators in support of House and Senate bill to support
passenger and freight line to help economy. Federal rebates available against
capital costs related to railroad growth.
6. Presentations
a. Neighborhood Stabilization Program. Shelly Badger reported that the new
Housing Authority Scope of Work Contract was approved and the next steps are
for qualified non-profit agencies to bid on the properties.
