I have some updates and questions regarding the Salmon Run Apartment project (10720 Vancil Road Southeast). Can one of you please provide me with some input? * In response to your initial comments, we requested the geotechnical engineer conduct some additional testing at the subject site. During the supplemental geotechnical explorations, groundwater was encountered at an elevation of approximately 341.50. Test pits that were excavated to an elevation of approximately 339.00 a year ago didn’t have any seepage. According to the geotechnical engineer, last year at the time of test pit excavation, the rainfall for the water year to date was about 2.5 inches more than normal. This year during the recent explorations, the rainfall to date is about 6 inches more than normal for the water year. We anticipate this is contributing to the elevated groundwater level. It appears the most feasible option for utilizing infiltration facilities for the subject site is utilizing StormFilter units (see attached) for treating storm water runoff, with discharge to shallow, subsurface infiltration galleries. We would not utilize swales for treating storm water. The galleries would be similar to those previously proposed, with the exception of using more piping (to allow for more temporary, subsurface storage volume), having a shallower drain rock depth (3 foot depth for drain rock, rather than 5 feet as previously proposed), and a shallower excavation (bottom of gallery would be installed at elevation 344.50 or higher, allowing for 3 feet of separation from the recently encountered groundwater). We would still have the infiltration galleries located in the areas previously shown, with some of the galleries also expanding into the limits of the parking area more. The geotechnical engineer is currently conducting an analysis to determine if the revised storm water management system we are proposing meets the Site Suitability Criteria for the subject site? If the geotechnical engineer determines the proposed improvements meet the Site Suitability Criteria, will the City allow a separation of 3 feet as noted in SSC-5? Is the use of StormFilter units acceptable for treatment of storm water prior to disposal to shallow infiltration galleries? * We have a question regarding the following comment from the letter dated February 25, 2011: Site suitability Criteria 1 (SSC-1 Setback Criteria) – the infiltration facilities shall be set back at least 20 feet downslope of a building foundation and 100 feet upslope. Most of the proposed infiltration systems do not meet this requirement. We understand the setback criteria are provided as guidance. Based on an email from Tami Merriman (City of Yelm) dated November 1, 2010, we understand the City has allowed the 20 foot setback to be reduced to 10 feet.
