Yelm, WA 98597 Re: Notice of Application Project: Salmon Run Land iJse #: 20100177 To Whom It May Concern I am writing to provide comment regarding the above proposed project. I am an affected property owner. I believe that a project of this size is not appropriate for this location. This proposal is for a 40 unit apartment complex located directly behind my property. Currently the only access to this property is along my northern property line. This access is designated as a fire lane to serve Safeway. I do not believe that the right of way is wide enough to meet the current improved road standards required by the City. I believe that in order to meet these requirements it will necessitate the taking of a portion of my property. Also, there appears to be no thru access from this project, other than the use of Safeway's parking lot. This will dump an excess amount of traffic onto Vancil Road. The current average number of cars per household is 2.58. This means there will be over 100 additional cars utilizing a secondary dead end street. As you know, there is currently a traffic light at the intersection of Vancil Road and Yelm Ave. which requires either a right or left hand turn. Currently, during peak traffic periods, there are as many as 10-15 cars lined up on Vancil Road trying to enter Yelm Ave. from Vancil Road. The wait time can be as much as 3 traffic light changes. If traffic is heavy on Yelm Ave., the wait can be 5 or 6 changes of the light. I do not believe that Vancil Road, as currently designed, is capable of handling this additional traffic. It is also my understanding that current development standards do not allow cul de sacs in the City. As stated above, this development has no thru street. It appears that the plan is to use an access into the Safeway parking lot. Is this an acceptable standard? These are just a few of my concerns. I am opposed to this development, as proposed for other reasons, including fire suppression issues, the noise and visual impact on the surrounding neighborhood, and the potential effect on property values to the surrounding properties. ~~~~~~~D f,., ,,,~ 8 Y- -------------------- Thank you for the opportunity to comment on this issue.
