As you requested, Shea Carr Jewell has reviewed the resubmittal of the America's Credit Union project,
which addressed the comments from our first peer review.
The review documents included:
• Civil engineering plans signed May 12, 2011
• Stormwater Site Plan signed May 12, 2011
• STEP System Report signed May 11, 2011
• Comment Response Letter dated May 12, 2011
Our comments are as follows:
STEP System Report:
1. Appendix B: Overall the flows used for tank sizing, especially for the future coffee house, seem too
low. Further, the methodology used to calculate the amount of flow for the patrons of the coffee
house is incorrect. The category of "restaurants additional for bars and cocktail lounges" on Table 2
of Chapter 7 of the Yelm Development Guidelines is not meant to be a stand- alone category. The
intent is that this would be an additive flow to a restaurant already generating 8-10 gallons per day
per person.
As Table 2 does not have category for the coffee house use, another methodology shall be used to
estimate this flow. Perhaps water records of existing similar uses can be obtained and used. If this
information is unavailable, the restaurant category could be used with an 8-10 gallon per day per
person flow.
We also suggest using water records for the bank flow as well. This will provide more accurate flow
information than the office flow category that has been estimated for this use.

2. The methodology for restricting right turns at the eastern driveway would not provide much of a
deterrent for performing a left turn movement. Please use a "pork chop" to deter left turning. Also,
please provide signage noting the turning restriction.

3. It is the policy of the City to include the conditions of approval on the cover sheet of the plans.

4. Although labeled as 2%, I calculated a slope at about 2.1%. See plan and revise.
5. The maximum allowed slope for ADA access without installing a ramp is 5%. I calculate one edge of
the sidewalk between the front door and the public sidewalk to be in excess of this amount. See
plan and revise.
Sheet 4 of 12:
6. When the contractor determines the depth of the existing roadway infiltration trench along SR 507,
please contact the City immediately to identify whether or not changes to the existing infiltration
trench will be required. Further, if trench changes are required, roadway flooding prevention during
trench modification construction will need to be addressed.
