Dear Mr. Adams:
The City has performed its environmental review, and as I stated in our phone
conversation, I am forwarding our draft MDNS for your review, as the MDNS does
require a site plan change.
The MDNS includes two mitigating measures. They include the decommissioning and
abandonment of any wells and septic systems on site. This is a standard condition.
The other condition is that the exiting driveway located on the eastern side of your
property be restricted to a right-out only, due to the location of the left turn lane
deceleration pocket for the intersection of Clark Road.
If you have any comments regarding these mitigation measures, please direct them to
me.
In regards to a future coffee shop within the building, I would suggest that you show that
in your revised site plan. This way, it is reviewed at the beginning and as part of the
SEPA review, and would only require a TI building permit at the time of addition. If you
wait and apply later, it would most likely require a site plan amendment, and you would
open the review back to the public. To add the coffee shop, you can just shade the
area within the building footprint on the site plan and add a description on the face of
the site plan as future development. It would be beneficial to describe the intent of what
its expected use is. Our STEP sewer system requires a grease interceptor when ever
greases may enter the system. For example, if the County Health Department requires
a 3 compartment sink to wash dishes, a grease interceptor is almost always required. A
clear understanding of what you are applying in the review.
Included in our preliminary review, two additional items have come up that will need to
be addressed.

Intercity Transit has requested a bus stop location at this site, requiring a solid pad for
loading. This pad would need to be located between your proposed driveway
approaches.
The frontage of this property includes drainage swales for treatment and conveyance of
stormwater from Yelm Avenue. The addition of the second driveway and bus loading
pad will require review and possibly other means of treatment and conveyance of the
stormwater. This will need to be addressed prior to issuance of a land use approval.
