Hi Tami
As best as I am able to tell, we are replacing one pole in the shoreline
environment, that would be pole # 0/9, and it is located immediately
west of Yelm Creek on the right of way (see attached drawing). Pole #'s
0/8 (to the east) and 0/10 (to the west) appear to be outside of the
Shoreline Management Area, according to information from the Thurston
GeoData Center, but it depends on where the city is defining the
shoreline jurisdiction.
All three of these poles are currently approximately 40 ft distribution
poles, and they will be replaced by approximately 80 ft transmission
poles, as I described this morning.

As far as I know, we received no public comment.
We are beginning our SEPA review. My question really came about looking
at the shoreline stuff, and wondering if you are replacing any poles
within the shoreline? It really doesn’t say anywhere if they are or not.

Hey Tami, no question is stupid when it comes to this project.
Essentially every other pole will be replaced with a taller pole. The
existing distribution poles are about 40 ft tall. The new transmission
poles are about 80 ft tall. The distribution lines will remain at the
same vertical location, and new transmission lines will be added above
those. We string the transmission lines tighter than the distribution
lines so they can span greater distances. Also, the distribution lines
are the ones that provide local services so there are needs for pole top
transformers and service drops quite frequently. So approximately every
other existing distribution pole will replaced with a taller
transmission pole. When we conduct the work, we may also replace
distribution poles with new distribution poles depending on the age and
condition of the existing poles.
I hope that this isn't too confusing. I'll look into and let you know
of an existing system in the Yelm area that adequately represents what
we are proposing to do.

Also, I assume that the first public comment period is over now, any
insights regarding general public opinion of the proposed project at
this time?

The City has reviewed the Yelm Substation application documents and will
deem the application complete upon receipt of application fees:
Site Plan Review Fee $1,075 ($350 + $150 per acre… 4.83 acres )
Conditional Use Permit $250 (50% of $500)
SEPA Review Fee $150
Shoreline Permit $500
Total Fees: $1,975
We do need further information from you. We will need a written
description of the justification of need of the access on NP Road, over
our public trail and the railroad. We will take this application before
our transportation committee prior to issuing a SEPA Determination.
