Review No. 3 of Civil Construction Documents
The City of Yelm has completed the third review of the civil plans for PSE Yelm Switching
Station.
We have signed the grading portion of the plans, this constitutes your clearing and grading
permit. Please provide the City with five (5) copies of the signed grading plans.
We have reviewed the remainder of the plans for compliance with the City of Yelm Development
Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice.
The enclosed red lines need to be addressed before the plans may be approved for
construction.
In addition to redline plans, there are comments from our peer review engineer (letter attached)
that must still be addressed.
Please revise your plans to address the enclosed redlines and engineer comments. When the
project is resubmitted you will need to submit 5 sets of plans and 2 sets of reports, plus send
back original red lines. The project engineer should include a written response with the
resubmittal, indicating how all the redlines and review comments above have been addressed
or responded to. This will significantly expedite our review of the project. If you have any

PSE Yelm Switching Station
Dear Karen:
As you requested, Shea Carr Jewell has reviewed the resubmittal of the PSE Yelm Switching Station
project, which addresses the comments from our first peer review.
The review documents included:
• Civil engineering plans signed April 20, 2011
• Stormwater Drainage and Erosion Control Plan Report dated April 2011
Our comments are as follows:
Drainage Report
1. Appendix C-The StormShed modeling for the open infiltration pond receiving drainage from the
driveways indicates an infiltration vault with a 40% void ratio. This is a very conservative analysis of
the actual design. Because this is an open pond and not an infiltration trench, this could be modeled
as a trapezoidal pond with no void ratio. This modification should help with the following comment.
2. Appendix C -Per Section III-3.4 of the 1992 DOE Manual, infiltration BMPs are recommended to
have one foot of freeboard. Typically, 0.5 feet of minimum freeboard has been allowed. The
current design of the infiltration trench for the SPCC area and the infiltration pond for the driveways
does not provide for any freeboard. Please revise the design of these systems to include a minimum
of 0.5 feet of freeboard. A redesign for the driveway pond is likely not required given comment #1.
3. Appendix C -Per Section III-3.6.3 of the 1992 DOE Manual, please demonstrate a drawdown time of
24 hours for the 10-year storm and 48 hours for the 100-year storm for all infiltration facilities.
4. Appendix C -The side slopes for the linear infiltration pond adjacent to the truck turn-around road
are too steep. Per Figure III-3.7 of the 1992 DOE Manual, the maximum allowed side slope is 3:1.
Currently 2:1 side slopes are proposed.

Construction Plans:
Drawing D-152331 of 5:
5. The Conditions of Approval of this project {Condition #2) waive construction of frontage
improvements but do require dedication of any associated ROW. Therefore, an 8-foot dedication of
right-of-way is a requirement of this project (potentially more will be required at the area of the
intersection). No improvements related to the PSE Switching Station project should be placed
within this area.
Drawing D-15233 2 of 5:
6. Although shown in the road detail, there is no mention of the infiltration ponds adjacent to the
driveway on this plan. As this is the drainage plan, it should be noted to ensure it is not overlooked.

7. Update detail #4 to show a minimum 3:1 side slope in the proposed infiltration ponds.
Drawing D-15236 2 of 4:
8. The water meter note has been changed to indicate that the water meter shall be purchased from
the City, but it does not indicate that it should also be installed by the City. Please update.
