Present: Don Miller, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. Joe Baker excused. Bob Isom arrived at 6:12. 3. Agenda Approval 11-52 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -none scheduled 5. Public Comment. There was no comment from the audience in attendance. 6. Consent Agenda Minutes -Regular Meeting June 14, 2011 Payables -Checks #56104 - #56161, Totaling $393,228.28. 11-53 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing -none scheduled 8. New Business a. Resolution No. 526 Establishing 2011 to 2017 Six-Year Transportation Improvement Program. Grant Beck explained the Six Year Transportation Improvement Program (STIP) as the capital facilities document that guides transportation funding for asix-year cycle. The STIP is based on the Yelm Comprehensive Transportation Plan and is the "implementation" document for the overall plan. Projects that are not on the STIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's). The plan is required to be updated annually as projects are completed and new priorities arise. RCW, Section 35.77.010 requires the City to identify asix-year list of planned projects. This list does not have to be fiscally constrained (a funding source secured, obligated, or identified), but is rather a simple list of planned projects. The City's Transportation Improvement Program will contain certain projects that are fiscally constrained and these projects will be included in the Regional Transportation Improvement Program maintained by our Regional Transportation Planning Organization, the Thurston Regional Planning Council (TRPC). The City works with TRPC to identify those projects that are regional significant for inclusion in the Regional TIP. Certain projects for the Regional TIP become part of the Statewide Transportation Improvement Program (STIP). The projects that are fiscally constrained and are regionally significant are included in the STIP and must be in order to receive State or Federal Funds. 11-54 MOTION BY JOHN THOMPSON TO ADOPT RESOLUTION NO 526 ESTABLISHING THE 2011 TO 2017 YELM SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM FOR THE CITY OF YELM. CARRIED. Page 1 of 3 b. Resolution No. 524 Establishing the Temporary Name "Walmart Boulevard" for that Portion of the Future SR 510 Alternate between SR 507 and 103rd Grant Beck stated the future SR 510 Alternate (SR 510 Yelm Loop) which was constructed as a City Street by Walmart between SR 507 and 103rd Street is not currently named. No properties will be addressed on this future state highway, Thurston Communication and our Police Department has requested that street be given a temporary name for dispatch purposes prior to its becoming a state highway. The Yelm Transportation Committee recommends that the Street be given the temporary name of Walmart Boulevard. At the time SR 510 Alternate is complete, the road will be renamed. Councilmember McGowan had concerns with the temporary name. He felt that naming the road "Walmart Boulevard" would give Walmart free advertising and set precedence on naming roads after businesses. He suggested that this issue go back to the Transportation Committee for another name. He will not support Resolution No. 524. 11-55 MOTION BY BOB ISOM TO ADOPT RESOLUTION NO. 524 ESTABLISHING THE TEMPORARY NAME "WALMART BOULEVARD" FOR THAT PORTION OF THE FUTURE SR 510 ALTERNATE BETWEEN SR 507 AND 103RD STREET. 5-AYES, 1- NAY (MCGOWAN) CARRIED. c. Ordinance No. 939 Amending Chapter 12.22 and Chapter 12.20 of the YMC, Establishing Historic Road Names Gary Carlson stated the City Council has previously expressed an interest in acknowledging historic road names and requested that staff prepare amendments to the City Code to that effect. The proposed Ordinance updates the public facility naming process to establish a procedure for identifying historic road names through a recommendation of the City's Historic Commission. The proposal further establishes standards for historic road name signs. The Historic Commission would recommend for City Council consideration historic road names. Upon adoption of a resolution establishing a historic road name, signage would be added to the street sign already 11-56 there. MOTION BY RUSS HENDRICKSON TO ADOPT ORDINANCE 939 AMENDING CHAPTER 12.22 PUBLIC FACILITY NAMING AND CHAPTER 12.20 -STREET NAMING AND HOUSE NUMBER TO ALLOW THE PLACEMENT OF HISTORIC STREET NAME SIGNS ON CITY STREETS. CARRIED. d. Resolution No. 525 Designating 105`h Avenue SE as Historically Named Baker Road Gary Carlson explained Ordinance No. 939 amended Chapters 12.22 and 12.20 YMC to allow the designation of historic road names and the placement of historic road name signs. The Yelm Historic Commission has recommended that the City Council designate 11-57 105`h Avenue as the historically named Baker Road. MOTION BY BOB ISOM TO ADOPT RESOLUTION NO. 525 DESIGNATING 105T" AVENUE SE AS HISTORICALLY NAMED BAKER ROAD. CARRIED. 9. Old Business -none scheduled Page 2 of 3 10. Mayor and Council Initiatives Councilmember Isom attended the Water Committee meeting yesterday and appreciated the update and the information provided. Councilmember McGowan attended the Water Committee meeting also and stated there was a great deal of well-organized information. Councilmember Thompson attended the Nisqually River Council meeting where they gave an update on the Salmon Recovery Program and gave awards for some outgoing members. Also attended the Water Committee meeting. Mayor Harding attended Joint Base Lewis McChord Covenance signing last week. Before the two bases joined, there were leadership meetings on growth related issues like transportation and housing. Since the two bases joined, the program was taken a step further to the leadership of surrounding communities such as Lakewood and Pierce County and an Elected Official Leadership Group was formed. An area leadership group will meet once a month in which the Mayor will represent Yelm. A Covenance was signed by the Communities surrounding Joint Base Lewis McChord that is a pledge to work together and support each other as we move forward. 11. EXECUTIVE SESSION -none scheduled 12.
