06-14-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JUNE 14, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Mike McGowan, Tracey Wood and Russ Hendrickson. Bob Isom was excused. John Thompson arrived at 6:05 pm. 3. Agenda Approval 11-48 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Yelm Lion's Club. Margaret Clapp, Citizen of the Year. Yelm Lion's Club, Community Service Recognition. Several members of the Yelm Lion's Club were present to accept a Special Recognition plague from the Mayor for their contributions to the Community. Roberta Stephenson, past president, shared that the group is currently preparing for the annual Prairie Days celebration and complimented the recent landscape project that the FFA completed at the Lion's Club Cabin where the hold their meetings. Mayor Harding added that the Lions Club is involved in many community service projects, too numerous to list, including help for the vision impaired, building wheelchair ramps and sponsoring a Christmas store for approximately 300 young people to shop for gifts for their family. Citizen of the Year 2011, Margaret Clapp was not present. Mayor Harding singled her out for her overwhelming contribution to the Yelm community. Will reschedule this presentation on another date. 5. Public Comment. There was no comment from the audience in attendance. 6. Consent Agenda Minutes -Regular Meeting May 24, 2011 Payables -Checks 55963-56103, Totaling $496,297.94. 11-49 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing -none scheduled 8. New Business a. Yelm Timberland Regional Library and the City of Yelm Intent to Purchase and Address Building Maintenance. Shelly Badger reviewed the revised staff report describing the proposed agreement between the City of Yelm and the Yelm Timberland Regional Library for the intent to purchase space for a library and the building maintenance. Mayor Harding has met with the TRL Board and proposed the intent to purchase the current library facility located at Prairie Park. The terms of the purchase would include an agreement with TRL where they would contribute up to $37,000 per year for maintenance for the building facility. TRL is asking Council to memorialize their intent to purchase by providing a copy of the motion of the Board, and the City of Yelm is asking for a financial commitment from TRL Page 1 of 3 to finalize the purchase negotiations with the building owner, Prairie Park Holdings. Michael Crose, Library Director arrived at 6:10 p.m. Mayor Harding called for questions. Council was asked if they had the revised staff report. 11-50 MOTION BY JOHN THOMPSON PROPOSING AN AGREEMENT BETWEEN THE CITY OF YELM AND TIMBERLAND REGIONAL LIBRARY, WHEREBY TRL WOULD CONTRIBUTE NO LESS THAN $37,000 PER YEAR TOWARDS ONGOING MAINTENANCE AND OPERATION EXPENSES, FOR A PERIOD NOT LESS THAN 20 YEARS; IT IS THE CITY'S INTENT TO PURCHASE AND MAINTAIN THE CURRENT LIBRARY FACILITY LOCATED AT 210 PRAIRIE PARK ST FOR THE PURPOSE OF PROVIDING TRL SPACE TO SERVICE THE GREATER YELM AREA WITH LIBRARY SERVICES. MOTION DIED. 11-51 MOTION BY JOHN THOMPSON AND SECONDED APPROVING THE CONCEPT AS PRESENTED BY MAYOR HARDING TO TRL, WHEREBY THE CITY INTENDS TO PURCHASE THE CURRENT LIBRARY FACILITY LOCATED AT 210 PRAIRIE PARK ST. ADDITIONALLY, COUNCIL AUTHORIZES MAYOR HARDING AND STAFF TO NEGOTIATE DETAILS OF AN AGREEMENT FOR COUNCIL CONSIDERATION, WHEREBY TRL WOULD CONTRIBUTE UP TO $37,000 PER YEAR TO PROVIDE A LEVEL OF MAINTENANCE FOR THE BUILDING. 5 VOTES YEA, COUNCILMEMBER MCGOWAN; ABSTAIN, CARRIED. 9. Mayor and Council Initiatives Councilmember Miller attended SE Thurston Fire Authority Forum to receive community input to assist consultants preparing strategic plan. Mayor added he has been working with community and staff also. Councilmember Baker met with management at Senior Center. Councilmember McGowan shared information from HOME Consortium meeting with information about 10% decrease HUD contribution ,action plan deadline, preliminary "point in time" homeless data varies from year to year. Draft numbers of homelessness appear to be in decline, conversely, unsheltered individuals up. Attended Rotary Club meeting, learned of their backpack program to feed schoolchildren during the summer months and vacation periods. Attended Habitat for Humanity Key presentation to 15 families who are now homeowners. Commented that Position 6 remains open. Councilmember Wood attended Transportation Policy Board where they discussed alternate modes of transportation and Solid Waste Advisory Committee meeting; Park and Ride at Hawks Prairie Transfer station. Yelm Transportation Committee discussed Mosman Corridor. Councilmember Thompson attended Transportation Policy meeting, Chamber Commerce meeting and Flag Day celebration. Page 2 of 3 Councilmember Hendrickson attended Flag Day Ceremony, Emergency Management meeting where they discussed recent training attended by several city staff members and the Mayor. Mayor Harding attended EMS meeting, took part of training in Maryland returning with lots of good information and tools to update our Emergency Management Operation. 11. EXECUTIVE SESSION -none scheduled 12. Correspondence included an invite to SE Thurston Fire Authority Community Input Strategic Plan Forum and Nisqually Land Trust Raft Trip. Also Thurston First periodical from Economic Development Council. Mayor Harding encouraged Councilmembers to attend signing of the Military Community Covenant at JBLM on June 24th designed to promote collaboration and encourage effective communication, understanding and mutual support for resolution of common- military related issues affecting the military families and surrounding communities.
