Salmon Run - Civil Plan Review #2
Good morning Tami and Amy.
We have a couple follow up items for your review and comment prior to
resubmitting revised plans for the Salmon Run development. We would
like your input regarding the following items so we can make sure we
properly address the comments from Amy (Shea Carr Jewell letter dated
June 28, 2011) prior to finalizing the revised plan submittal package.
* Comment 3: As the driveways proposed are analogous to road
approaches, a minimum 25 foot radius is required. As an alternative, a
concrete approach apron can be used instead (City of Yelm Detail 4-9).
Tami – Per our previous discussion, we understand the concrete driveway
approaches are not required as long as we provide adequate access for
fire truck turning maneuverability. Please review the attached exhibit
depicting the AutoTURN analysis we prepared for the subject site. The
blue lines represent the edge of pavement or curb line. The red lines
represent the outside limits of the turning movements of the fire truck.
We used a 31.33 foot long fire truck with a 28 foot turning radius as
shown on the exhibit. Also, as we discussed on Friday, we do not plan
on making any changes to the intersection of the private drive with
Vancil Road SE. Please let us know if this is acceptable.
* Comment 5: The gallery on the far east side of the site has
only 6 inches of cover in a vehicle area. According to sheet 8 of the
set, the paving section is 6 inches and shall have a compacted subgrade.
Therefore, for this area, the gallery is the subgrade for the pavement.
Please advise.
Amy – We assume you’re referring to the infiltration gallery on the far
west side of the site, instead of the far east side as noted (please
confirm). If so, it appears we have 12 inches from the lowest elevation
in the parking lot (StormFilter Unit #1 – Grate = 348.50) to the top of
infiltration gallery (Infiltration Gallery “A” – Top = 347.50). With
the 6 inch pavement section (2” asphalt over 4” top/base course), this
leaves 6 inches of subgrade separating the pavement section from the
infiltration gallery. This separation increases as you go further west
from StormFilter Unit #1, increasing to a subgrade depth of over 18
inches near the west edge of the parking lot. Please let us know if you
were coming up with a different calculation from what we show.
* Comment 10: The RPBA for the domestic water services is an
above ground structure per the City Standard Detail 6-17. It appears
that many of these are proposed for installation within the sidewalk.
It needs to be ensured that the RPBA installation does not interfere
with sidewalk use.
We plan on placing the RPBA behind the proposed sidewalk in the
landscape area (for all of the services), with the water meter box
located within the sidewalk (for some of the water services). Please
let us know if this is acceptable.
* Comment 11: Per the fire code, FDCs shall be located on the
street side of buildings. In the case of a parking lot, they should be
on the parking lot side of the building for access. Coordinate with the
Fire Marshal, Gary Carlson on appropriate locations.
We have coordinated with Gary Carlson for this comment. The Fire
Department Connections (FDCs) will be moved to the side of the building
that faces the parking lot. The FDCs will remain on the building (wall
mounted), as well as the Post Indicator Valves (PIVs) which will also be
wall mounted. We will proceed with this direction unless otherwise
notified by the City.
* Comment 12: Typically, all FDCs must be within 30 feet of a
fire hydrant. Most of the proposed FDCs do not meet this requirement.
Per an email from Gary Carlson dated July 21, 2011, we understand a
maximum separation distance of 150 feet between the FDCs and nearest
fire hydrant is acceptable (with a maximum separation distance of 100
feet preferred). The separation distances we are proposing range from
60 to 120 feet, which appears to meet the required standards (4 out of
the 5 buildings will have separation distances less than 100 feet, with
1 building at approximately 120 feet). We will proceed with this
direction unless otherwise notified by the City.
Tami – In addition to the items noted above, can you please send me a
copy of the landscape requirements for the areas around the refuse
enclosures at your convenience (as we discussed last Friday)?
