Suite 307 Lacey, WA 98516 Re: Yelm Daycare Dear Ms. Deutscher: The Community Development Department received an application for the above referenced project. The following information is required before we can begin the review process: There is conflicting information regarding building size and layout. The site plan shows a building at 8,500 square feet. The application summary and traffic report discusses a building of 10,000 square feet. Due to the proximity of both the stormwater pond and City of Yelm easement, the largest size of the building should be shown on the site plan to assure compliance with all setbacks. In addition, the initial review identified the following issues with the proposed site plan. You may wish to address these at the time you submit a revised site plan clarifying the building size to expedite review. 1?????. The refuse area cannot be located over the City of Yelm easement (No permanent structures are allowed on this easement). 2. The stormwater pond must be located at least 10 feet from the building and property lines. 3. The building foundation appears to be too close to the waterline in the City of Yelm easement. 4. The STEP tank location is extremely far from the building to achieve gravity flow. The tank must not be more than 5 feet below ground. 5. The service line from the building to the STEP tank should be a side sewer hookup, not a 2 inch service line. 6. It appears that substantial fill is required on the City Easement. Steep slopes are shown on both sides of the access drive entering from Tahoma Blvd. May 2, 2011 Page 2 of 2 7. The Yelm Development Guidelines encourage connected parking lots. The development has an opportunity for future connection to the property to the north. The applicant shall make the entrance from Tahoma Blvd. wide enough to allow access in the future. 8. Site Plan Review process does not allow for phased development. Full site improvements such as perimeter landscaping, corner enhancement, and site prep for future buildings will be required for final sign off. A binding site plan development would allow for phasing of improvements.
