Yelm Day Care Design Guidelines Checklist 1.A.(1) Relate development to pedestrian oriented street frontage. The project is within 1000 feet of the intersection of Yelm Avenue W. and Killion Road N.W. Phase 2 of the project will provide apedestrian-oriented space at the Tahoma Boulevard/Berry Valley Road intersection approximately 1800 square feet in size. The space will be designed at the time Phase 2 is ready to proceed, and is anticipated to provide paved walking surfaces, lighting, seating and enhanced landscaping that will not provide a visual barrier to the project. 1.A. (2J Relate development to street fronts (other than pedestrian oriented streets) • The street edge on Berry Valley Road is defined with landscaping and Phase 2 of the project will construct apedestrian-oriented space at the corner. • Direct access is provided to the building front from the sidewalk, separate from the parking lot. • Asight-obscuring evergreen hedge or other approved treatment will be provided along Berry Valley Road where parking is adjacent to the street. • A parking reduction is not requested. • The day care does not require outdoor display. • A sidewalk is provided. 1.8.(1) Minimize visibility and impacts of service areas. Refuse containers are located away from neighboring properties and will be enclosed by screening at least six feet high and of a compatible material and design. 1.C.(1J Take advantage of special opportunities and mitigate impacts of large developments. Not applicable. Site is 3.84 acres in size. Phase 1, the proposed day care, is located on 1.72 acres of the site. 1.D.(1J Reduce impact of service areas and mechanical equipment. All service elements will be screened with a minimum six-foot solid wall and will be located in a manner that avoids aesthetic impacts to the site and its surroundings. 1.E.(1J Integrate biofiltration swa/es and ponds into the overall site design. Biofilration swales are not proposed. Treated storm water will be conveyed to the storm water pond at the southeast corner of the site. 1.F.(1) Enhance the visual quality of development on corners. When Phase 2 of the project is constructed, a pedestrian plaza will be located at the corner of Berry Valley Road and Tahoma Boulevard and landscaping will be provided within and around the plaza. A pedestrian walkway from the pedestrian plaza into the development will be constructed. Design Checklist Page 1 Yelm Day Care 1.F.(2J New development is encouraged to provide a paved pedestrian walkway from the street corner to the building entrance. When Phase 2 is developed, a paved pedestrian walkway will be provided to each of the buildings from the street and from the plaza at the street corner to the nearest building. Pedestrian pathways will be a different material than the parking lot. 11.A. (1J All pedestrian paths must correspond with federal, state and local codes for handicapped access, and the Americans with Disabilities Act. All sidewalks and the pedestrian plaza will comply with all codes for handicapped access and the Americans with Disabilities Act. 11.A(2J Provide adequate lighting at the building entries and all walkways and paths through parking lots, as required by the Non-Residential Energy Code. Adequate lighting will be provided as required by code. Parking areas will be lighted to at least .S foot candle average. 11.A.(3JDeve/op an on-site pedestrian circulation concept. Sidewalks are provided from the street to the building entrance, and sidewalks and crosswalks will provide safe internal circulation between the buildings when Phase 2 is developed. A sidewalk will also be provided to the pedestrian-oriented area. 11.8. (1J Provide a pedestrian path at least 60" wide (preferably 96" wide) from the street sidewalk to the main entry. A pedestrian path is provided to the building entry from the sidewalk on Berry Valley Road. 11.8.(2)Provide pedestrian paths or walkways connecting all businesses and the entries of multiple buildings on the same development site. Pedestrian paths will connect all businesses on the site when Phase 2 is developed. 11.8. (3J Provide pathways through parking lots. Sidewalks will be provided from the street through the parking lots to each of the buildings as Phase 2 is developed. II.C.(1J When street Right-Of--Way is insufficient to provide adequate sidewalks, buildings and other site features must be set back from the public Right-of--Way to achieve at least minimum sidewalk widths. All of the improvements to Tahoma Blvd were completed via a previous LID project. Tahoma Boulevard along the project frontage is apedestrian-oriented street with 10-foot wide sidewalks. The project will install improvements along the project frontage on Berry Valley Road, which will include five-foot sidewalks on the north side. Design Checklist Page 2 Yelm Day Care 11.C. (2) Where new streets are developed, provide sidewalks according to the following minimum standards. No new streets will be developed with this project; however, the project will install frontage improvements, including five-foot sidewalks, along Berry Valley Road. 11.D.(1JProvide, where feasible, pedestrian circulation routes to adjacent uses and transit. One business, Advantage Collision, is located to the northeast of the site; other adjacent properties are vacant. Safe pedestrian routes across the parking lots, to building entries, and between buildings within the development will be provided with Phase 2. Pathways to the street will provide access to transit. No connection will be made to Advantage Collision. 11.D.(2)lntegrate nearby transit stops into the planning of adjacent site improvements. Public transit does not pass by the project. The nearest transit service is located on Yelm Avenue. 11.D.(3JEncourage pedestrian paths from all transit stops through commercial areas to residential areas within 1200 feet. Sidewalks are provided from Yelm Avenue along Tahoma Boulevard S.E., and the project will install sidewalks on the north side of Berry Valley Road, which will provide safe routes to future residential development to the south of the project. 11.E.(1J Enhance building entry access. The primary entry of the daycare building will be enhanced by: a covered entry to create a covered pedestrian open space of at least 100 square feet landscaping near the entry use of decorative building materials and decorative window treatment 11.F.(1JProvide pedestrian oriented open space at key locations. A pedestrian-oriented space will be constructed at the corner of the property when Phase 2 is developed. The area will have visual and pedestrian access into the site from the streets, concrete or approved paved walking surfaces; on-site lighting, seating, and landscaping. 111.A(1JProvide access roads through large lots with more than one street frontage. Not applicable to this project. The site is less than ten acres in size. 111.8(1JMinimize driveway impacts. One driveway from Berry Valley Road and one driveway from Tahoma Boulevard will serve the site. 111.C(1) Meet requirements for location of parking lots on pedestrian-oriented streets. Tahoma Boulevard is apedestrian-oriented street located within 1,000 feet of the Yelm Avenue/Killion Road intersection. When Phase 2 is developed, it will meet City requirements for location of parking lots. Design Checklist Page 3 Yelm Day Care 111.C. (2) Meet requirements for parking lot design detail standards. Parking lot design detail standards are met as follows: • Parking areas and driveways are surrounded by a 6" curb where the lot is visible from the street; • Parking lots are lighted to at least .5 foot candle average. Parking lot light fixtures will be non-glare and mounted no more than 20 feet above the ground. • Landscaped and pedestrian areas will be protected from encroachment by parked cars. • Pathways are provided per Section 11.6.(3) 111.D.(1J Minimize parking areas through joint use and management. A reduction in the amount of required parking is not requested by the project. 111.D.(2J Encourage structured parking. Not applicable. The project is not proposing structured parking. 111.D.(3) Reduce impacts of parking garages. Not applicable. The project is not proposing a parking garage or parking within a covered structure. IV.A.(1J Incorporate human-scale building elements. The project will incorporate: • Pedestrian-oriented space at the corner • Covered entryways IV. B. (1) Reduce scale of large buildings A modulated roof line and covered area at the building entry will reduce the scale of the day care building. The building is designed to be human scale and attractive. IV.C.(1) Architecturally accentuate building corners at street intersections. A pedestrian-oriented space will be located at the corner when Phase 2 is constructed. IV. D.(1J Enhance buildings with appropriate details. Decorative building materials and window treatments will be incorporated. IV. E. (1J Retain original facades Not applicable to new building in C-1 zone. IV. E. (2) Use compatible building materials. (See Building Material Summary Matrix, p 53J High quality compatible building materials will be used throughout the project. Blank walls will be treated with trellis and plantings or other approved landscaping. IV.G.(1J Locate and/or screen roof-mounted mechanical equipment so as not to be visible from the street or from the ground level of adjacent properties. All mechanical equipment will be screened so that it blends with the architecture of the building. IV.G.(1J Where practical, locate and/or screen utility meters, electrical conduit and other service and utilities apparatus so as not to be visible from the street. Service and utility meters, etc. will be located where they are not visible from the street whenever practical. V. F. (1J Use plant materials that are approved for use in downtown Yelm. Proponents may use other plant materials approved by the City. A final landscape plan designed in accordance with Yelm's landscape requirements will be submitted for City approval. V.G.(1J Develop a site landscape design concept. The landscape design for Phase 1 and Phase 2 of the site will be complementary despite the varying time frame for construction. V. H. (1J Provide substantial site landscaping. Phase 1 consists of 1.72 acres, which includes the storm pond area. 0.18 acres of landscaping will be provided in the storm pond area, plus 0.67 acres of other landscaping throughout the site, for a total 0.85 acres of landscaped area. Approximately 49% of the 1.72 acres will be landscaped. This doesn't include the fenced play area, which is an additional 0.15 acres of lawn. V. H. (2J Protect and enhance natural features. Not applicable to this Village Retail site. V.l.(1J All parking areas shall be landscaped in accordance with Chapter 17.80 of the Ye/m Municipal Code. Landscaping and screening will be provided that meets or exceeds City requirements. V.l. (2) An alternative to the required Perimeter Parking Area landscaping plan maybe substituted. The project is not requesting an alternative plan. V.l.(3J Provide internal parking lot landscaping. Approximately 952 square feet of landscaping will be provided in the parking lot for Phase 1.
