07-26-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JULY 26, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Tracey Wood, John Thompson and Russ Hendrickson. Excused: Bob Isom. Mike McGowan arrived at 6:04 pm. 3. Agenda Approval 11-64 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Mayor Harding introduced Megan Nitzel as an outstanding member of our community. Ms Nitzel has donated a kidney to James Nyman. Mayor Harding received a letter from Mr. Nyman expressing his appreciation for the gift of life from Ms. Nitzel. Mayor Harding was also contacted by the Kidney Association and given a pin to present to Ms. Nitzel. The pin is in two parts, half goes to the donor and the other half goes to the recipient. Mayor Harding presented the pin and a Certificate of Appreciation from the Council for her courageous act of kindness. Ms. Nitzel expressed the importance of educating yourself on becoming a possible donor and the importance of the donor program. 5. Mayor Harding explained the AWC WeIlCity program. The City will receive a 2% medical premium discount in 2012. 82 Washington cities qualified for the designation of a WeIlCity. The committee, which meets monthly, was formed in 2009 and in 2010 completed the application for 2011 reward. The members are from each department within the City and they are Judy Butler-Court, Rob Carlson-Police, Jennifer Hough-Admin. Finance, Aris McClelland-Public Works, WWTP, Kevin Ray-Public Works, Stephanie Ray-Executive, John Rowland- Community Development, Janine Schnepf-Admin. Finance and Dana Spivey- Executive Department. The budget last year was $1,000. The City met the stringent criteria for WeIlCity and is currently working on achieving the same goal in 2011 for 2013 discount of 2% on premiums paid. Public Comment. There was no comment from the audience in attendance. 6. Consent Agenda Minutes -Regular Meeting July 12, 2011 Payables -Checks #56280-56355, Totaling $170,826.22 11-65 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Cabaret License, Spiral Cafe, 201 Yelm Ave. East Lori Mossman reported that any establishment serving alcoholic beverages as well as providing live music entertainment are required by the Yelm Municipal Code to apply for a Cabaret License. Tamborine Borrelli has applied for the Cabaret License and it has been reviewed and approved by Todd Stancil, Yelm Police Chief. MOTION BY MIKE MCGOWAN TO APPROVE THE APPLICATION FROM 11-66 TAMBORINE BORRELLI TO OBTAIN A CABARET LICENSE FOR THE SPIRAL CAFE LOCATED AT 201 YELM AVE. EAST. CARRIED 9. Old Business -none scheduled 10. Mayor and Council Initiatives Councilmember Baker announced floor is finished at the Yelm Senior Center. Mr. Baker also attended the Intercity Transit Board meeting where their financial condition was discussed. Councilmember Wood stated the clock on the wall is 5 minutes fast and would like to have it changed. Mayor Harding attended the Grand Opening of the Spiral Cafe and stated they did a fabulous job decorating. 11. EXECUTIVE SESSION -none scheduled 12.
