08-09-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, AUGUST 9, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson. Excused; Russ Hendrickson. 3. Agenda Approval 11-67 MOTION BJOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -Library Awareness Month Mayor Harding stated that the City is engaged in efforts to purchase the current library facility and recognizes that there are active fundraising efforts by the Library Board, The Friends of the Library and citizen volunteers in progress to reduce the taxpayers burden in that endeavor. He proclaimed September 2011 as Library Awareness Month by reading the proclamation and in so doing urged citizens to support the efforts by getting involved in activities to promote and enhance the Yelm Library as a vital facility now, and in the future. Volunteers, Stefan Abuan, Helen Kreitel, Cindy Teixeira and Aubry Brender accepted the Proclamation. The group thanked the Mayor and the Council for their efforts to keep the building moving forward. Aubry Brender presented the Mayor with a thank you card signed by patrons of the library for his continued support. 5. Public Comment- Please complete a blue speaker's card and present it to the meeting recorder. Comment topics should not appear elsewhere on the agenda. Time (three minutes per speaker) and the number of speakers (five) are limited and may be adjusted to meet agenda requirements. 6. Consent Agenda Minutes -Regular Meeting July 26, 2011 Payables -Checks #56355-56465, Totaling $445,694.26 11-68 MOTION BY BOB ISOM APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearing -none scheduled 8. New Business a. Ordinance No. 943 Budget Amendment -Sidewalk Enhancement, Yelm Ave W Stephanie Ray presented budget amendment to account for a Federal Surface Transportation Grant of $199,320, the Enhancement Grant of $22,000 and matching funds for a sidewalk improvement project adjacent to Yelm Ave West and the Yelm Middle School. Both grants are reimbursement grants, meaning that the City will expend the funds and then receipt reimbursement for the expenditures. Ordinance 943 would; establish project line items, appropriate the project revenue and expenditures from the reserve balance in Arterial Street fund 102 for design and construction and establish line items for receipt of reimbursement of those expenditures. The City match for the project is $31,108. Construction slated to be on going at the start of the school year. Steps are being taken to secure pedestrian safety as well as traffic flow. There will be some tree removal. 11-69 MOTION BY JOHN THOMPSON ADOPTING ORDINANCE 943 AMENDING FUND 102, AUTHORIZING REVENUES AND EXPENDITURES FOR THE DESIGN AND CONSTRUCTION SERVICES ASSOCIATED WITH THE YELM AVENUE WEST SIDEWALK IMPROVEMENT PROJECT. CARRIED. Page 1 of 2 b. Cabaret License Application, Bob's Bar and Grill Janine Schnepf presented a cabaret license application from Bob's Bar and Grill for consideration by the Council. Any establishment serving alcoholic beverages as well as providing live music entertainment is required by the Yelm Municipal Code to apply for such license and agree to the terms set. Mr. Collins is the new owner of the bar and grill on Yelm Ave and is planning an event on August 20th. The license, if approved, would be in place for that event and would be applicable for operating at that location until expiration of the license. 11-70 MOTION BY BOB ISOM APPROVING THE APPLICATION FROM LEON COLLINS SR., CABARET LICENSE FOR BOB'S BAR AND GRILL LOCATION AT 108 YELM AVE EAST. CARRIED. Old Business -none scheduled 10. Mayor and Council Initiatives Councilmember Miller attended the opening of the Thurston County Fair in Lacey where Yelm Councilmembers competed with other elected officials in the County. Councilmember Baker attended Intercity Transit and Senior Center meetings. Councilmember Isom acknowledged receipt of anonymous letter regarding the Fire District. Mayor Harding added that he has forwarded the letter to the Fire District. Councilmember McGowan attended the HOME Consortium meeting to discuss adding a County Homeless Coordinator. Councilmember Wood was a member of the team competing at the Thurston County Fair cow- chip throwing contest (simulated cow-chips). He was also invited by the Nisqually Tribe to attend their transportation meeting. Councilmember Thompson met with the organized group of volunteers, including the Friends of the Library and the Yelm Library Board. He announced that they are moving forward with fundraising activities including facilitating acommunity-wide garage sale in late August. Staff was asked to confirm if donations are tax deductible. 11. EXECUTIVE SESSION -none scheduled 12. Correspondence included periodicals; from Nisqually Land Trust for Summer 2011 and AWC Cityvision for July/August 2011 and Comcast channel changes letter of July 25, 2011. 13.
