WEDNESDAY, AUGUST 24, 2011 5:00 P.M.
Mayor Pro-Tem Bob Isom called the meeting to order at 5:00 p.m.
2. Present: John Thompson, Russ Hendrickson, Don Miller, Joe Baker and Bob Isom. Excused:
Tracey Wood. Mike McGowan arrived at 5:05 pm and Mayor Harding at 5:10 pm. Staff; Shelly
Badger, Janine Schnepf and Todd Stancil.

a. Executive Session
5:02 Mayor Pro-Tem Isom announced that the Council and staff will go into an Executive
Session for 60 minutes to discuss Potential Litigation and Real Estate Acquisition (RCW
42.30.110 I). City Attorney Steve DiJulio will be present via telephone.
6:02 Mayor Harding closed the executive session and brought the meeting back into regular
session. No action was taken.
b. For-Hire Vehicle Driver Regulations
Janine Schnepf explained that Olympia, Lacey and Tumwater has developed a document that
would standardize the licensing and permitting of occupations that, by their nature, present a
heightened risk to the public safety. Those applying for this type of permit would be able to do
so in any one of those cities for operation in any one of the same. Discussion was held about
the changes to our current licensing procedure and Code. If Council approved the new
Occupational Permitting process, an ordinance and amendments would come before Council
at the September 13, 2011 regular Council meeting. Council had questions regarding some of
the language in the model and would like to have further discussion and hear feedback from
the other cities involved at the September Study Session.
Mayor Report -Updated the Council on the Library negotiations and stated the Library Board
and Friends of the Library are currently holding fund raising events around the community to
raise money to assist in the purchase of a new building.
Council Initiatives Discussion was held regarding the letter received from Thurston County
Board of Commissioners asking the City of Yelm to join them in forming a regional
transportation benefit district.
